CRS carries out development and emergency relief efforts in Afghanistan with a focus on rural livelihoods through diverse programs that promote food security, natural resource management, and access to quality primary school education for marginalized communities and emergency response as needs arrive. CRS currently maintains 5 main provincial offices in Kabul, Bamiyan, Ghor, Daikundi and Herat provinces, as well as sub-offices that support the direct implementation of program activities.
Job Description
CRS is seeking qualified and well-experienced Monitoring, Evaluation, Accountability and Learning (MEAL) Assistants for a BHA-funded Fostering Resilience in Afghanistan through Multi-Sector Emergency Support (FRAMES II) project. FRAMES II is a complex humanitarian program that aims to support vulnerable households and communities to meet their basic needs and enhance the resilience of vulnerable populations through a multisectoral approach including livelihoods support, WASH, shelter and cash-for-food support. As a MEAL Assistant, you will support the implementation of MEAL activities for multisectoral humanitarian programming in Herat. You will work directly with project team and community members to coordinate and implement various MEAL activities including but limited to contributing to designing MEAL tools, field data collection using paper forms and digital platforms, assist MEAL Project Officer with data cleaning and analysis and conducting reflection sessions with project team to translate the data into learning, and assist program team with decision making.
Roles and Key Responsibilities:
- Contribute to the timely monitoring of project activities at the field level, in accordance with implementation schedules and adherence to MEAL systems and standards.
- Coordinate communication and facilitate MEAL-related information sharing among the project team, and project participants at the community level to assist CRS in strengthening community interest, involvement, and support networks.
- Contribute to ensuring accountability to project beneficiaries and local stakeholders. Assist with the roll-out and implementation of the project’s feedback, complaint, and response mechanism (FCRM). Support actively seeking and responding to feedback from all members of targeted communities and other stakeholders as defined by the FCRM.
- Ensuring that the FCRM is fully operational, capturing both non-sensitive feedback and sensitive safeguarding and protection-related feedback through secure and accessible channels.
- Liaise with various community stakeholders and mobilize them to ensure full involvement of communities in the overall implementation and improvement of project MEAL activities.
- Compile data, perform data entry and data verification as per project requirements and contribute to the preparation of reports.
- Contribute to program learning by posing thoughtful questions, reflecting upon and sharing with project management the information gathered from community members and partners.
Contribute to the design and implementation of assessment activities.
Job Requirement
- High School diploma required. Professional Diploma/Certificate is a plus, ideally in international development, data sciences, statistics, or a related field.
- 2 years of work experience in community development and mobilization, preferably for an INGO.
- Experience with typing/word processing, data entry into online databases and forms, and working with various office equipment.
- Experience in MS Office package (Excel, Word, PowerPoint, Outlook) and information management systems. Proficient in Excel.
- Additional education may substitute for some experience.

Required Languages – Fluency in Dari is required. Proficiency in English and Pashtu is preferred.
Travel – The position will be based in CRS Herat office, with up to 75% of anticipated travel to project communities, and the CRS sub-offices. The position may also require occasional travel to other CRS offices in Afghanistan for workshops and trainings.
