About TLO: The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Description

Position Summary: The Provincial Coordinator will oversee the effective implementation, management, monitoring, and reporting of educational projects in Herat Province, including Accelerated Learning Programs (ALP), Community Based Education (CBE), Temporary Learning Support (TLS), and Education in Emergency (EiE). Based in Herat with regular field visits to targeted districts, the Coordinator will lead and supervise a multidisciplinary team, ensuring the alignment of project activities with donor requirements and organizational objectives.

Key Responsibilities:

  1. Project Implementation and Management:
    • Lead and manage the implementation of ALP, CBE, TLS, and EiE projects as per approved work plans and budgets.
    • Coordinate with TLO's Education, Admin/Finance, and MEAL departments to ensure timely operational support, procurement, staff hiring, and budget realignment.
    • Oversee project staffing, monitoring, evaluation, and reporting, ensuring alignment with project work plans and donor requirements.
  2. Team Supervision and Capacity Building:
    • Supervise and mentor project staff, including Education District Coordinators, M&E and Reporting Officers, EMIS staff, Master Trainers, and Community Mobilizers at both provincial and district levels.
    • Provide technical support and feedback to the project team to enhance the effectiveness and quality of project activities.
  3. Monitoring and Evaluation:
    • Monitor the progress and quality of project activities through regular field visits.
    • Address concerns and problems promptly in consultation with TLO management.
    • Ensure comprehensive and timely reporting of project activities in accordance with scheduled timelines and donor requirements.
  4. Stakeholder Engagement:
    • Initiate and maintain strong relationships with key stakeholders, including the Ministry of Education, Provincial Education Department (PED), District Education Department (DED), consortium leads, diretorate of economy, and donors.
    • Act as the primary focal point for the project, handling issues related to project implementation, operation, financial reporting, and adjustments to work plans and budgets.
  5. Proposal Development:
    • Contribute to the design of new concept notes and technical proposals for educational projects, including ALP, CBE, TLS, EiE, and other education-related initiatives.
  6. Administrative and Compliance Tasks:
    • Ensure compliance with TLO's policies and procedures, donor regulations, and national guidelines.
    • Undertake any additional tasks as assigned by TLO Management.


Job Requirement

  • Education: Bachelor’s degree in Education, Development Studies, Social Sciences, or a related field. Advanced degree preferred.
  • Experience: Minimum of 5 years of experience in project management, particularly in education-related projects in Afghanistan. Experience working with international NGOs, local NGOs, and donors is highly desirable.
  • Technical Skills: Demonstrated expertise in implementing and managing educational programs, with a strong understanding of ALP, CBE, TLS, and EiE methodologies.
  • Leadership: Proven ability to lead, supervise, and mentor a diverse team effectively.
  • Communication: Excellent verbal and written communication skills in English and Dari/Pashto. Ability to prepare comprehensive reports and proposals.
  • Coordination: Strong skills in coordinating with multiple stakeholders, including government agencies, donor organizations, and community partners.
  • Adaptability: Ability to work in challenging environments and adapt to evolving project needs and contexts.
  • Problem-Solving: Strong analytical and problem-solving skills, with a proactive approach to addressing project issues.
