Job Description
Project Planning and Design
- Conduct site assessments and feasibility studies to identify the most suitable locations and designs for infrastructure projects. This includes evaluating soil conditions, hydrological data, and environmental impact.
- Conducting FGD, s with community for selecting an appreppciate infrastructure and water supply projects
- Develop detailed engineering designs, drawings, and technical specifications for water infrastructure projects, ensuring compliance with UNDP guidelines and Afghan national standards.
- Prepare Bills of Quantities (BoQ), cost estimates, and construction plans for each project.
- Collaborate with the project team to incorporate community input and ensure that project designs meet the needs and priorities of local stakeholders.
Construction Supervision and Quality Assurance
- Oversee the construction and rehabilitation of water infrastructure, ensuring that works are completed according to the approved designs, specifications, and timelines.
- Monitor contractor performance, enforce contractual obligations, and ensure compliance with safety and quality standards.
- Conduct regular site inspections to check the quality of materials, construction techniques, and adherence to safety protocols. Ensure that all work meets UNDP’s Social and Environmental Safeguards (SES) standards.
- Address technical issues on-site and provide solutions to challenges that may arise during construction.
Community Engagement and Capacity Building
- Coordination with sectors and Implementing government policies and other policies related to construction.
- Work closely with community leaders, local stakeholders, and beneficiaries to ensure their active participation in project planning and implementation.
- Conduct training sessions for local laborers and contractors on best practices in construction, safety measures, and maintenance of water infrastructure.
- Establish community monitoring committees to facilitate local oversight of project activities and ensure transparency.
Reporting and Documentation
- Maintain comprehensive project records, including design documents, construction logs, inspection reports, and any changes or adjustments made during the project.
- Prepare regular progress reports for submission to the Project Team Leader, ADWSO, and UNDP, detailing project status, issues encountered, and solutions implemented.
- Ensure all project documentation complies with UNDP's reporting requirements and standards.
Risk Management and Compliance
- Identify potential risks related to construction activities, including environmental, social, and technical risks. Develop and implement mitigation plans to address these risks.
- Ensure that all construction activities comply with local laws, UNDP’s ethical guidelines, and international standards for environmental protection and social responsibility.
- Implement grievance redress mechanisms to address community concerns and maintain a register of grievances and resolutions.
Job Requirement
- Education: Bachelor's degree in Civil Engineering from an accredited institution. A Master's degree or additional certifications in water resources management or a related field is an asset.
- Experience: Minimum of 7 years of relevant experience in designing, supervising, and implementing water infrastructure projects, preferably in conflict or post-conflict settings. Experience in Afghanistan or similar environments is highly desirable.
- Technical Skills: Proficiency in using engineering software for design and project management tools. Strong understanding of construction methods and materials, particularly in the context of water infrastructure.
- Language Skills: Fluency in Pashto and Dari is required. Proficiency in oral and written English is essential.
- Personal Attributes: Demonstrated ability to work effectively in challenging environments and under pressure. Strong interpersonal and communication skills, with the ability to work collaboratively with diverse stakeholders.
