HRROA provides educational, facilitate technical vocational training for decent jobs, humanitarian, community development, agriculture modernization and recreations programs to people in needs. HRROA is a national humanitarian development NGO established in 2022 in Kabul Afghanistan to play vital role in humanitarian and development setting, and to contribute towards the peace building in the country where the people can live in amity and harmony.
Job Description
Job Summary:
The main goal of project officer is to support the design, coordination, and execution of projects and programs, making sure they achieve their objectives and benefit the intended beneficiaries.
Key Responsibilities:
1. Project Planning and Coordination:
- Project Design: Assist in the design and development of cash distribution programs, including beneficiary selection criteria, distribution methods, and monitoring plans.
- Coordination: Coordinate with internal teams, local authorities, partners, and other stakeholders to ensure smooth implementation of cash distribution activities.
- Scheduling: Develop and manage the cash distribution schedule to ensure timely delivery of assistance to beneficiaries.
2. Beneficiary Identification and Verification:
- Selection Criteria: Work with program teams to establish and apply criteria for selecting beneficiaries eligible for cash assistance.
- Registration: Oversee the registration and verification process of beneficiaries, ensuring accuracy and preventing duplication.
- Database Management: Maintain and update beneficiary databases, ensuring data integrity and confidentiality.
3. Cash Distribution Management:
- Distribution Logistics: Organize and oversee the logistics of cash distribution, including selecting distribution sites, coordinating with financial service providers, and ensuring security measures are in place.
- Disbursement: Ensure the timely and accurate disbursement of cash to beneficiaries through various methods (e.g., mobile money, vouchers, direct cash).
- Issue Resolution: Address and resolve any issues that arise during the distribution process, including disputes, grievances, or logistical challenges.
4. Monitoring and Evaluation:
- Monitoring: Monitor the implementation of cash distribution activities to ensure adherence to project plans and standards.
- Impact Assessment: Conduct post-distribution monitoring to assess the effectiveness of the cash assistance and gather feedback from beneficiaries.
- Reporting: Prepare detailed reports on distribution activities, challenges faced, lessons learned, and the overall impact of the cash distribution program.
- Develop thorough project work plans and timelines together with the project manager.
- Contribute to the execution projects by organizing stakeholders, resources, and activities.
5. Compliance and Quality Assurance:
- Standards Adherence: Ensure that cash distribution activities comply with organizational policies, donor requirements, and international best practices.
- Risk Management: Identify and mitigate risks associated with cash distribution, including fraud, security issues, and operational delays.
- Documentation: Maintain accurate and up-to-date records of all cash distribution activities, including financial transactions and beneficiary communications.
6. Capacity Building:
- Training: Provide training and support to staff and partners involved in the cash distribution process, ensuring they understand procedures and standards.
- Best Practices: Share lessons learned and best practices with the wider team to improve future cash distribution projects.
Job Requirement
Qualifications and Experience:
- Education: Bachelor’s degree in Social Sciences, Development Studies, Economics, or a related field.
- Experience: Minimum of 3 years of experience in cash-based programming, humanitarian assistance, or project management.
- Skills:
- Strong organizational and project management skills.
- Proficiency in data management and analysis.
- Excellent communication and interpersonal skills.
- Ability to work under pressure and in challenging environments.
- Knowledge of cash transfer mechanisms and financial service providers.
