About Conflict Mitigation Assistance for Civilians (COMAC): Bluemont’s Conflict Mitigation Assistance for Civilians (COMAC) program provides comprehensive victims’ assistance (VA) to Afghan families suffering from military operations by delivering direct and indirect assistance, building the capacity of the Government of the Islamic Republic of Afghanistan (GIRoA), advocacy, and outreach. To build a sustainable base for VA in Afghanistan, COMAC focuses on building the capacity of GIRoA, especially Ministry of Martyrs and Disabled Affairs (MDD), as the main governmental entity for VA services while also addressing the broader challenges of collecting and managing data, national- and provincial-level stakeholder coordination, resource mobilization, enacting rights-based legislation and policies, and the systemic inclusion of victims and mainstreaming VA across sectors and programs. Capacity building efforts include participatory capacity assessments and workshops, reinforcing knowledge transfer for sustainability, coordinating with relevant service providers, and institutionalizing capacity building for the future. Together, these efforts touch on individual, organizational, and institutional levels.

Job Description

The program officer under direct supervision of Regional Capacity Building and Outreach Director will assist him/her in his/her day-to-day activities; quality technical and administrative support to the COMAC east region staff; for them to be able to assist affected families across eastern provinces. He/ She will support the achievement of COMAC objectives in a manner consistent with the COMAC implementation plan, BLUMONT and USAID policies and best practices.

 

Essential Job Functions:

  • The primary responsibility of the program officer is to assist the Regional Capacity Building and Outreach Director on his day-to-day activities that are outlined below.
  • Assist the regional director in oversee and management of overall program implementation, as per the implementation plan, throughout the northern provinces.
  • Work closely with regional director on reviewing, documenting, recording, and reporting incidents data in IMS on regular basis as needed and advised.
  • Collecting, compiling, and reviewing all assistance distribution documents and submit for further process.  
  • Assist the team in referral mechanism and service mapping through close coordination with implementing partners and local available resources.
  • Attend necessary meetings in eastern provinces as advised by the supervisor or his/her designee.
  • Ensure the incidents and victim data in IMS recorded accurately from field activities through the program team,
  • provide input and advise when necessary, to the program team for proper utilization of IMS.
  • Create and track weekly distribution plan in IMS,  
  • Assist livelihood officer in preparation and development of sustainable livelihood assistance packages.
  • Coordinate, resolve and track all DQA and DMT requests with program team.

IR3 (Communications and Outreach)

  • Assist the RD and IR3 as well as teams in the region in facilitating and coordinating awareness activities at the region and provincial levels to ensure people in rural and urban areas are aware of VA services and rights
  • Assist the RD and IR3 team in properly tracking the print materials distributed to the public through a proper print material tracker
  • Assist the RD and IR3 team in seeking support of the advocacy groups/local non-government agencies and local government authorities such as the provincial governor’s office, district governor’s office and other relevant government agencies to raise awareness among the relevant government personnel and the public on VA services and rights.

Liaise IR-2 activities with relevant government stakeholders.

  • Assist RDs and IR-2 team in organizing VA coordination meeting and develop relevant meeting reports.
  • Assist RDs in facilitation of SMQI workshops at regional level and develop workshop reports.
  • Any other task assign by supervisor.     

Job Requirement

  • Bachelor’s degree in business management, public management, economics, social sciences of any relevant field.
  • At least 5 years of experience in a similar role or relevant field, such as victim assistance.
  • previous experience working with international organizations and/or non-governmental organizations required; previous experience working on USAID-funded programs preferred.
  • Previous experience and knowledge of MIS.
  • Good computers skills, particularly with MS-Office Package.
  • Professional technical experience matching the mentioned duties and responsibilities.
  • Proven experience interacting with government officials in politically sensitive environments.
  • Fluency in English, Dari and Pashto required: read, write, and fluent conversation.

Travel Requirements:

  • This will be a Nangarhar  based position with expected travel to the provinces
