Job Description

Job purpose:

The Referral focal point (RFP) will be part of the CC team in each location and will be responsible for protection monitoring, case referral and follow-up as required. The RFPs will ensure protection concerns are quickly identified, and that protection is mainstreamed through all Acted’s and partners activities within the areas of intervention.

The RFPs will collaborate closely with the humanitarian actors in the field and will be involved in identifying or creating existing protection referral mechanisms at the site level. In addition, He/She will be tasked with training CICs members on protection issues and provide on-site mentoring of committee members on community-based protection mechanisms. Further, the RFPs will be chiefly responsible for conducting safety audits in Acted’s areas of intervention. Finally, He/She will be

Overall Responsible to conduct daily assessment for the Emergency cases under the FIB project , deploying the data into master database, and ensure gathering supporting documents and flag the urgent cases ensuring the BNFs will have receive a dignified Protection E-Cash assistance.

Duties & Responsibilities:

  • Assess protection needs and community assets to identify risks and vulnerabilities including those related to gender and age. Develop concrete strategies / initiatives to reduce these risks involving and building upon assets within the affected population in the sites and strengthening the capacity of displaced communities and other vulnerable groups to protect themselves.
  • Establish protection referral mechanisms to existing protection partners.
  • Initiate close coordination with relevant community stakeholders to conduct awareness raising sessions in relation to protection issues.
  • Ensure the data accuracy and quality in Referral and E-cash databases.
  • Ensure that all data entered in the referral database and other relevant forms/documents is in English (translated from Dari/Pashto to English if needed).
  • Conduct a proper archiving of the referral forms (internal and external), following the ACTED data protection policy.
  • Conducting consistent field visits to monitor protections problems and concerns of vulnerable people and groups in the targeted area.
  • Be responsible for legal counselling and follow-up of protection cases with relevant service providers.
  • Provide trainings and in capacity building as well as dissemination of awareness / understanding of protection issues Guiding Principles on Internal Displacement and refugee and human rights law with local / international NGOs government authorities and UN agencies.
  • Concentrating on strengthening the communication with other humanitarian organization to recognize different services for referral.
  • Liaise with other agencies/NGOs/government bodies/donors to ensure coordination implementation of common standards in the field and consideration of protection issues in assistance programs.  May be required to facilitate protection working group(s).
  • Prepare periodic reports on protection issues and activities.
  • Conducting E-cash monitoring case, Door-to-door assessment and ensuring that the most urgent and in need BNFs are surveyed, and assisted accordingly.
  • Report to the Project manager/Project officer on trends, delays, or challenges in terms of internal and external referrals, including regarding gaps in service provisions.
  • Produce monthly and quarterly analytical reports on referrals and any other data analysis as per the line manager request
  • Identity and assist IDPs and host community members threatened by eviction

Job Requirement

  • University degree in MD, Law or Political science
  • An understanding of the basic principles of humanitarian work, human rights protection and the needs of internally displaced persons and returnees in Afghanistan.
  • Interest in humanitarian work and human rights ability and willingness to learn.
  • At least 2 years experience of referral mechanism with INGOs/NGOs
  • Ability to work with communities, respecting the dignity of the most vulnerable, and
  • behave IDPs, returnees and local community members equally without any kind of discrimination, in accordance with the principles and standards of ACTED.
  • Fluent in English, and local languages (speaking/reading/writing)
  • Computer skill (MS offices for the database creation and presentation)
  • Experience with including marginalized populations in the program, especially PSNs and women headed household
  • Experience in protection programming
