Job Description

  • Promote secure land tenure rights (for women and men), land management laws, inheritance rights (for women and men), and issuance of OCs (for joint ownership, women, and men respectively).
  • Ensure active citizen participation through a community dialogue/consultation process.
  • Raise awareness in the population of relevant entities which are working closely on land issues, since courts are involved in land transfers, land inheritance, Taraka.
  • Develop materials and disseminate them in workshops/gatherings, taking into consideration the specificities of each target (occupants/beneficiaries within informal settlements, groups, cities, including local decision-making processes and appropriate timeframes). Ensure materials and outreach methods are understandable and accessible to the target keeping in mind that materials and methods tailored to the audience’s cultural understanding and awareness are central to meaningful citizen engagement.
  • Engage the members of the Cadaster Territory Unit (CTU), community leaders, and influential people of each area (Guzar) through the POCEP, strengthening and building their capacity. CTU committees are already established in all targeted areas; therefore, they can play a key role in supporting clients in the OC issuance, and in promoting the GRM and gender-related issues. The Firm could seek the support of CTU committees and coordinate meetings with them.
  • Develop and disseminate gender-related information to women in the targeted areas and ensure women's participation. The Firm will coordinate women's participation and invite them to meetings in which the help desk/gender officers, gender team, and the gender specialist will facilitate and provide gender-related information.
  • Raise awareness about women’s property rights, including land ownership through inheritance and Mahria rights; OC issuance for women (Single and Joint); OC for microcredit/financial inclusion; and land leasing as well as land transactions involving women to enhance land ownership and maximize opportunities for promoting gender equality in the targeted cities.
  • Coordinate gatherings/meetings at each district and sub-district (Guzar) level, provide the required venue (in government agencies meeting halls), stationery, refreshments, preparing minutes and aide memoirs, documenting questions as well as suggestions shared by meeting participants; and submit a separate report to client team for each gathering/meeting.

Job Requirement

  • Bachelor’s degree in social sciences or related fields.
  • At least 5 years of working experience in social communication, outreach, and reporting.
  • Excellent command of English, Dari, and Pashto language.
  • Should have interpersonal and communication skills.
