Job Description

Duties & Responsibilities:

The MEAL Supervisor provides methodological supervision to all the MEAL team and supports program teams. S/he also guarantees the quality and relevance of any monitoring activities and internal evaluations carried out on the mission, together with any recommendations and analysis provided.

Supervision:

  • Supervise the MEAL team, forming a solid team identity within the organization and creating cohesion between team members working in different areas;
  • Oversee the recruitment of appropriate MEAL staffing;
  • Supervise the MEAL team to ensure that the MEAL system operates effectively with
    the support and resources required and that there are clear links and reporting lines between field and Program level and between MEAL and other departments;
  • Support the MEAL team’s progress on specific projects, providing oversight on progress and problem-solving in case of challenges;
  • Define expectations to all related parties, and provide technical support as needed so that MEAL staff can perform their roles as required;
  • Supervise the performance of the MEAL team, coaching, mentoring, training, and development;
  • At the organizational level, supervise MEAL training to increase capacity and awareness of MEAL for all staff;
  • Assess training needs and engage MEAL team staff to roll out the training program;
  • Identify and introduce new elements (systems, tools, processes) required under the
    MEAL system and project management development by MEAL team members;
  • Receive regular field monitoring and accountability reports from the MEAL team and circulate them to the program teams, ensuring that action points are included and followed up and that the team reviews reports regularly until getting results;
  • Ensure that MEAL activities and budget are included in proposal development and work creatively to secure funding from diverse activities, to ensure that MEAL is integrated into the proposal and budget in a proper way;

 

Monitoring and Evaluation:

  • Implementing WASSA MEAL Policy and Ensuring that all MEAL Team apply it in the field.
  • Assuring that all the running projects have DIP (Detailed Implementation Plan) and track the progress of the project activities based on MoVs mentioned in DIPs and MEAL plans. 
  • The Supervisor proposes and organizes monitoring and evaluation missions for WASSA projects in liaison with the Head of the program.
  • Assures that all MEAL Officers have MEAL Plans for their prospective projects.
  • Assuring that all MEAL officers/ Meal Assistants have an individual action plan and Act accordingly.

Assuring that the MEAL team considers cross-cutting issues (Protection, AAP, GBV, etc.)

 

  • validates the relevance of the reports, analyses, and recommendations produced by the MEAL team or the project managers before dissemination/transmission to the persons concerned.
  • proposes adjustments or new activities to improve the quality of the operations or approaches used by the teams, in consultation with the other technical coordinators/Program Team.
  • Verifying all project Means of verifications and beneficiary lists (BDLs), and ensuring that MoVs are realistic, practical, objective (not subjective), and include all necessary data.
  • should ensure external factors that are necessary to sustain the objectives in the long run (Assumptions) and the factors affecting adversely the project (Risks) are considered and mitigations planned accurately and later implemented where necessary.
  • Supervising the evaluation of project Activities whenever required/suggested by the donor. i.e. baseline, Midlines end lines, and field visits.
  • Conducting field visits and traveling to provinces for Monitoring and Evaluation of projects.

 

Accountability:

  • Assure accountability principles in all project’s phases, and activities done.
  • Implements complaint feedback response mechanisms.
  • ensures that complaints are recorded in an official database, and processed and that people receive an appropriate, timely response.

 

Learning:

  • assure capturing and applying lessons learned to improve the design, implementation, and impact of projects and programs.

 

Planning and Reporting:

  • The MEAL supervisor is responsible for conducting a thorough need assessment for projects’ design and planning, the following activities are practiced by the project team, led by the MEAL team i.e., KII, FGD, IDIs, KAP, HHs.
  • Daily report/plan: Ensure Each MEAL team member will report daily to the MEAL Supervisor/Manager.
  • Week report/Plan:  At the end of each week Each member of the MEAL Supervisor will provide a weekly report/plan as per specified to the Head of the Program.
  • Monthly Report/Plan: The MEAL Supervisor will provide a monthly report and action plan to the Head of the Program.
  • Quarterly and Annual Reports and Plans: The MEAL Supervisor will develop and collect quarterly Meal data and will submit it to the Head of the Program and Donor if required.
  • The MEAL Supervisor is responsible for the MEAL Annual plan at the beginning of each year/project.

The MEAL Supervisor is responsible for collecting MEAL Annual Data preparing the Annual MEAL Plan and submitting to the WASSA Head of Program

Job Requirement

  • At least a university degree in public administration, economy, and any other related field.
  • At least 3 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government.
  • Experience in designing tools and strategies for data collection, analysis, and production of reports;
  • Proven ICT skills, especially in the development of MIS software using database software;
  • Expertise in analyzing data using statistical software;
  • Strong training & facilitation skills.

Language Requirements: Fluency in both written and spoken English Dari and Pashtu a plus.
