Job Description

Job Purpose:

In coordination with the REACH Regional Field Manager, REACH field coordinator and REACH Country Operation/Field Manager, the Senior Field Officer will be responsible for Data collection, coordination, staff management, training, safety, and security of enumerators.

Duties & Responsibilities:

Data Collection in the Field

  • Manage data collection at the provincial level in line with specified tools and methodology.
  • Recruitment data collectors/Enumerators within the provincial level under the direct supervision of the REACH Regional Field Manager.
  • Assure that data collection takes place according to plan and based on the work plan designed.
  • Communicate any delay in data collection, due to security events or any other challenges that impede work in the field.
  • Follow up and ensure that Field Officers and Enumerators comply with deadlines of all requested work.
  • Conduct debriefings with Field Officers and enumerators in the field as needed.
  • Assure the quality of the data collected based on REACH quality standards.
  • Responsible for all distributed smartphones to the enumerators.
  1. Staff Management and Training
  • Train all Field Officers and Enumerators on data collection, sampling, survey methods, and other training topics as required.
  • Responsible for regional weekly and biweekly plans.
  • Assure the attendance of Field Officers/ Enumerators at trainings, and any other mandatory meetings, sessions, etc.
  • Enforce Field Officers and Enumerators’ compliance with the Acted code of conduct in Afghanistan.
  • Enforce Field Officers and Enumerators’ compliance with the Acted safety and security measures in Afghanistan.
  • Timely flag any issues with the Field Enumerators, deadlines, or anything influencing the field-level data collection.
  • Report any misconduct from the Enumerators that affects the field work and safety of the assessment activities.
  • Assure Field Officers/ Supervisors and Enumerators attendance at their monitoring sites.
  • Any other official tasks assigned by the direct line manager.
  • Perform any admin, finance, and logistic tasks, if needed.

 

  1. Coordination
  • Provide timely updates to the regional field manager.
  • Coordinate assessment schedules with potential partners in his/her esteemed province/provinces, as well as arrange assessment dates, and communicate any challenges and blockages to the REACH Regional Field Manager.
  • Coordinate and communicate all field activities with base Security and provincial sectoral departments.
  • Update the humanitarian access situation within the regions/provinces.
  • Attend all line departments and PDC meetings in regional provinces.
  • Responsible for submitting all biannual and activities reports to provincial sectoral departments at the regional level.
  • Responsible for securing access letters for data collection within the region/provinces.
  1. Safety and Security
  • Ensure that Field Officers and enumerators follow Acted safety and security protocols and norms inside Afghanistan.
  • Coordinate and liaise with the REACH Field Manager and REACH Operation Manager.
  • Communicate any security incidents or circumstances that may have a direct influence on the implementation of the programs.
  • Ensure that data collected is removed from the field – on paper or smartphone platforms – as soon as the data has been transferred to the Data Unit
  • Ensure the privacy and security of the information collected in the field.

Job Requirement

  • Bachelor Degree is required (Master's degree will be preferred)
  • At least 3-5 years of relevant working experience in humanitarian, or development, through Community-mobilization, coordination, data collection, M&E or programs
  • Willingness to travel extensively to lead data collection across regions covered by designated Regional office (Herat)
  • Previous experience with data collection in the field, including mobile data collection platforms.
  • Familiarity with communities in which data collection will be implemented.
  • Strong understanding of proper data collection procedures, and data security practices
  • Strong understanding of principles of community accountability
  • Good organizational, communication, and interpersonal skills
  • Ability to think creatively in terms of tool and process development.
  • Flexibility and adaptability to ever-changing needs and responsibilities
  • Ability to work both independently, and as part of a team
  • Fluency in Pashto, and Dari is required, and basic understanding of English
  • Contextual understanding of the provinces/Region
