About DAI/Afghanistan Value Chains Program (AVCP): Afghanistan Value Chains Program (AVCP), a USAID-funded program implemented by DAI Global, LLC (DAI), supports the expansion of sustainable agriculture-led economic growth across Afghanistan. AVCP achieves this goal through the support of anchor firms in the livestock and crops value chains. AVCP partners with and supports anchor firms through a market systems development approach, implemented through ‘Deal Notes’ which are co-designed agreements that respond to critical constraints while driving project outcomes. In implementing Deal Notes, AVCP works almost exclusively with agribusinesses and key value chain stakeholders to increase sales, investment, and productivity, among other key indicators. The growth of the anchor firms promotes the efficiency, profitability, and strengthening of the value chains with a direct and positive impact on rural economies, households, and livelihoods. The AVCP focuses its interventions on key value chain leverage points, such as input suppliers or traders linked to large wholesalers, processors, and farmer associations. In doing so, AVCP will accomplish the following fundamental sub-purposes: Sub-Purpose 1: Increased Productivity and Stability of Value Chains Sub-Purpose 2: Improved Commercial Viability and Operational Efficiency of Agribusinesses Sub-Purpose 3: Engage Afghan Women in Agriculture Sub-Purpose 4: Climate Change Mitigation and Resiliency Strengthened
Job Description
The Field Finance Officer will support the field-based financial activities. He or she is responsible for the timely execution of financials, as well as ensuring compliance with the procedures outlined in the Field Operations Manual.
Objectives and Duties
- Processing of all cash transactions and wire transfer payments.
- Reviewing and auditing operations and procurement docs under $500 threshold.
- Assisting Finance team to follow up original documents with field offices and ensure that they timely replaced, scanned, and uploaded in the Finance Share drive.
- Tracking outstanding advances and notify advance holders for liquidating on timely manner.
- Ensure that proper approval signatures are obtained and that both parties: Payer and Receiver verify the cash amount of the transaction.
- Ensures the timely and accurate processing and review of all apprentice’s timesheets and assuring compliance with established employment agreements.
- To have strong implementation of Quality control, internal check, internal control on all procurement, Operational, Technical and Deal Note payments packages.
- Recording advance to all AVCP Regional Office and do the clearance on monthly basis with Kabul office.
- Doing petty cash reconciliation with VFERs system on monthly basis.
- Preparing financial report for technical team for the racking deal note actual expenditures.
- Recording financial transactions in Petty Cash book and Reconcile Petty Cash on daily basis with VFERs Petty Cash Accounts
- Follow up to get vouchers signed and completed to be ready for filling.
- Keep all salary related information/documentation strictly confidential.
- Distribute Cash for operation and program events and tracking advances to Field office.
- Ensure that financial files are labeled, organized and audit compliant in accordance with USAID and DAI rules and regulations.
- Scanning all financial documents and keeping them on soft and hard filling system on monthly basis.
- To have the abilities to travel other provinces for performing financial activities.
- Other tasks are assigned by the Finance Manager
Job Requirement
- Bachelor’s degree plus 4 years of relevant experience in Finance, Accounting, Compliance, or related area; OR 7 years of work experience relevant to the work required.
- Experience in the use of accounting software
- Good account reconciliation skills, including bank accounts, advance accounts, and payroll related liability accounts.
- Proficiency in Microsoft Office (Excel), word processing.
- Understanding of the tenets of cash control and asset management and must be able to complete timely and accurate account reconciliations.
- To have the abilities to travel other provinces for cash distribution to Events/Workshop participants.
- Very good written and oral communication skills both in local languages and English. Very good interpersonal skills: demonstrated ability to interact professionally.
