About Hand in Hand Afghanistan Organization: Hand in Hand Afghanistan Organization (HIHAO) is a not-for-profit organization based in Afghanistan. It started operations in 2007. HIHAO is part of the international Hand in Hand (HiH) network of independent organizations, working together towards a shared vision to alleviate poverty through job creation. The overall Hand in Hand mission is to promote the economic and social empowerment of women, by supporting the creation of sustainable enterprises, improved livelihoods and jobs. HIHAO has implemented projects funded by DFID, European Union, CAFOD, WFP, FAO GIZ, USAID, WB, DANIDA, Sida, Hilti foundation, UNOCHA and Hand in Hand International through its main office in Mazar-e-Sharif, Balkh province of Afghanistan. In Balkh province specifically, the severity of the situation has escalated in 2024, with 1,230,000 people, equivalent to 60% of the province's population, requiring urgent humanitarian assistance. Approximately 55% of the population in this province is categorized as IPC 3+, indicating severe food insecurity. The Food Consumption Score (FCS) in the province is alarmingly low, with 49% of HHs classified as poor or borderline in FCS, and 66% identified as HHs heavily reliant on coping mechanisms. In alignment with the FSAC priority in ICCT drought affected people for 2024 and the specific objective 1 of the 2024 Humanitarian Need & Response Plan (HNRP), HIHAO with Afghanistan Humanitarian Fund is facilitating provision of immediate assistance to vulnerable drought-affected people in Chemtal district of Balkh province, through this project Hand in Hand Afghanistan Organization (HIHAO) aims to provide lifesaving assistance and prevent further deterioration of food security conditions. HIHAO intends to provide in-kind food assistance to 1,525 HHs, totaling 10,675 people, in the Chemtal district of Balkh province, which is classified as IPC phase 3+ according to May-Oct 2023 IPC data. This project will be implemented over 7 months from 16 June 2024 to 15 Jan 2025. Through this initiative, HIHAO Afghanistan seeks to aid the vulnerable populations in Chemtal district of Balkh province by facilitating access to quality and nutritious food, enhancing food security, and promoting healthy dietary habits.
Job Description
Under the supervision of the Program Manager, the Project Manager is overall responsible for the project implementation, managing day-to-day activities and liaise with sector stakeholders, represents HIHAO and the project in Balkh province.
The Project Manager will perform the following duties with transparency and integrity, and in adherence to the policies as provided by the HIHAO.
Key Responsibilities:
- Develop the project monthly and quarterly plans, implement approved project plans, lead the project team, and allocate resources to project team properly.
- Ensure that the administrative, technical and financial processes are carried out in conformity with HIHAO regulations, policies and procedures including the procurement processes and staffing.
- Prepare detailed results-based monthly staff work plan and budget forecast in collaboration with the departments in head office and submit for review and record.
- Manage project staff, providing technical support and conducting regular supervision and monitoring visits to fields.
- Oversee data collection and prepare periodic monthly & quarterly narrative reports on project activities.
- Establish and strengthen a solid relationship with DAIL, DoE, ACBAR and other departments and stakeholders in the province and report on project progress, and present to stakeholders in the provincial level.
- Demonstrate technical leadership, including the procurement of appropriate inputs as required for the project efficiently.
- Ensure achieving the project targets, quality and satisfaction, manage issues, and risks that arises in a project and report on progress as well as problems and solutions.
- Find opportunities and take the initiative to act on them.
- Understand that responsible use of resources maximizes our impact on project’s participants.
- Any other task assigned by Program Manager.
Job Requirement
- Advanced University degree in Business Administration, project management, or other relevant disciplines.
- Recent 3 years of work experience in similar position at AHF funded projects or 5 years for the same position.
- Experience working with local authorities, stakeholders and local communities in Balkh province.
- Fluency in English is required, knowledge of Dari and/or Pashto well required.
- Experience in leading multi-cultural, multi-lingual teams.
- Evidence of a highly competency of computer literacy.
- Committed and honest in his/her work and organization.
- Ability to provide technical supervision, motivate, lead and train project team.
