Job Description

Monitoring:

  1. Managing and conducting the Monitoring activities of the projects in accordance to the donor requirements as well as the WASSA Monitoring and Evaluation Policy and tools.
  2. Leading and coordinating the implementation of various types of assessments, verifications of beneficiaries through surveys
  3. Conducting onsite monitoring of project activities and processes where necessary
  4. Developing checklists and Monitoring tools for the project activities and output level monitoring
  5. Conducting Post Distribution Monitoring Surveys where required
  6. With Support from the supervisor ensure project documents such as logical framework, Indicator Tracking Table (ITT), and Monitoring Plan are established and up to date
  7. Ensuring project ITT is updated, the data provided is verified and validated as per the donor/WASSA agreed frequency
  8. Ensuring Means of Verifications for project activities such as participant lists are verified and validated for all the activities of the project
  9. Guiding and training the project staff to conduct Focus Groups Discussion with the project beneficiaries to acquire their feedback and reflect it to the project management for decision-making and reformatory actions if necessary
  10. Preparing field visit reports and sharing them with Program Manager/ Executive director.
  11. Ensuring enumerators/ project staff are trained and oriented on data collection methodology.
  12. Providing feedback to the Project Manager on project strategies implementation and activities.
  13. Ensuring the quality assurance for each project
  14. Suggesting strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying drawbacks in completing project activities and developing plans to minimize or eliminate such drawbacks.
  15. Performing the qualitative and quantitative data analysis.
  16. Considering the cross-cutting issues for every project

 

Evaluation

  1. With Support from the MEAL team, develop and design documents for project baseline and end-line evaluation based on the donor requirements and WASSA Evaluation guidelines
  2. Ensure accurate and reliable data is collected for baseline and evaluation of the project
  3. Ensure Evaluations/ Baseline are planned on timely basis and final products delivered on time
  4. Develop monitoring and impact indicator for the project success;
  5. Monitor and evaluate overall progress on achievement of results;
  6. Monitor the sustainability of the project's results;

 

Accountability

  1. Operate and manage safe and accessible Feedback and Complaints Response Mechanism (FCRM).
  2. Build capacity of all staff, partners, and project participants on accountability
  3. Ensure all project participants are aware of the FCRM, key project information, and expectations
  4. Periodic review of accountability practices

 

Learning:

  1. Promoting organizational learning and knowledge sharing;
  2. Collecting the information from beneficiaries in writing the success stories;
  3. Generate lessons learned from the project and share with project team for improvement of the interventions;
  4. Supporting project managers in improving learning and sharing mechanisms in their projects;
  5. Reporting
  6. Lead in writing monitoring reports after field visits;
  7. Support on other reports assigned (e.g. verification report, PDM report, ITT report);
  8. Reporting the impact assessment for each project;
  9. Develop lessons learned reports and share them with the program manager;
  10. Other Duties:
  11. Creating coordination among the partners;
  12. Preparing the case stories;
  13. Collecting the activities photos and sharing them with the Donor;
  14. Checking the weekly and monthly reports of each project staff.

Job Requirement

  1. At least university degree in publica administration, Economy and any other related field.
  2. At least 3 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government;
  3. Experience in designing tools and strategies for data collection, analysis and production of reports;
  4. Proven ICT skills, especially in the development of MIS software using database software;
  5. Expertise in analyzing data using statistical software;
  6. Strong training & facilitation skills.
  7. Language Requirements:
  8. Fluency in both written and spoken English Dari and Pashtu a plus.
