Job Description

The Partnership Manager—Localization—will support World Vision Afghanistan’s (WVA) strategic management and oversight of its partnerships. Working in close collaboration with the Program Development and Quality, and Operations departments, the partnership manager will oversee all steps in the partnership management lifecycle, ensuring that partnerships are appropriately integrated into the overall project cycle management. The manager will be responsible for identifying, vetting, and managing partnerships with local NGOs and civil society organizations to implement humanitarian and resilience-building activities effectively. This role involves conducting capacity assessments, conducting due diligence checks, and providing ongoing support and training to partners to ensure successful program implementation. The incumbent will be responsible for WVA’s plan for the localization of key programming in both humanitarian and recovery interventions. He/ she will support the operations and PDQ directors to assess, evaluate, and prepare systems and processes with WVA and its teams to support partnerships. The partnership manager will also be a leader in building and promoting a culture and values conducive to evidence-based collaborative partnerships with national civil society organizations based on clear and shared partnership principles.

Job Requirement

Leadership of Partnering and localization strategies and initiatives

  • Lead the development and implementation of WVA’s partnership and localization strategy in coordination with the operation, PDQ, and the senior leadership team.
  • Oversee the partnership management operating procedures and guidelines that set out efficient and responsive processes, define clear roles and responsibilities, and articulate WVA’s strategic approach to partnerships.
  • Promote initiatives to enhance local partnerships in consultation with senior management and program staff, as well as support further development of local partner capacity, approaches, and processes.
  • Advocate for sufficient capacity to implement partnering standards by partnering strategy
  • The relevant stakeholders ensure that World Vision International – Afghanistan’s
  • Design and implement a partnering RASCI and ensure that all stakeholders are socialized on its practice
  • Partnering risks and mitigation measures are addressed in the response risk register
  • Support in the preparation of WVA teams, systems, and processes to cater to the needs of partners and other localization initiatives

Partner Relationship Management

  • Identify and maintain a roster/ database of potential local partners, including NGOs, community-based, and faith-based organizations.
  • Conduct thorough due diligence, blocked party screening and capacity assessments to evaluate the suitability of partners.
  • Develop and maintain strong relationships with partners through regular communication and collaboration.
  • Ensure that formal partnership agreements, reflecting partnership objectives, capacity strengthening, and risk management measures are signed by relevant parties.
  • Lead safeguarding, humanitarian, risk management, and technical capacity-building training with partners.
  • For small-scale partnerships, develop and implement a partnership satisfaction survey for completion and review by all parties 
  • For larger-scale, long-term, or strategic partnerships, conduct a partnership performance health check within 30 days of close-out or in advance of partnership scale-up opportunities
  • Lead periodic mapping of potential partners, with a particular emphasis on local and women-led organizations; and update the potential partner tracker periodically, as needed.
  • Lead the internal sub-award proposal review and approval process.
  • Support the development of partnership templates, contracts, procurement processes, and agreements.
  • Lead and facilitate the capacity-building of partner NGOs and local community organizations. Contribute to the development of training materials.

Support Partner-led implementation and Support

  • Partner-focused, risk-based monitoring and reporting mechanisms are functional
  • Lead orientations on donor and Partnership compliance and provided additional support as needed
  • Participate in onsite monitoring visits, financial audits, evaluations, and reviews conducted as appropriate
  • Identify and second staff from World Vision to partner organizations to build capacity and linkages
  • Establish a partner monitoring schedule and ensure that programmatic and compliance monitoring visits are conducted in coordination with relevant department staff.
  • Assist partners in financial and narrative reporting, ensuring transparency and accountability.

Support Partner-led implementation and Support

Documentation and Reporting

  • Ensure that a comprehensive database is maintained for all local partners (current, past, and potential partners).
  • Coordinating the review of monthly internal reports, compiling and submitting partner reports into an overall donor report, and supporting government reports and agreements as needed or requested.
  • Carry out a data analysis of the existing partner portfolio and potential future partner commitments.
  • Document best practices and ensure that it is shared within WVI – A as well as the partnership and other key stakeholders.

Learning and monitoring

  • Identify progress and challenges in implementing, monitoring, and reporting of locally-led approaches, including analysis of national data collaboration with Programme Effectiveness/DME.
  • Facilitate regular learning events with implementation teams and local partners and
  • communities to share experiences and learn together to improve the quality of locally-led community-based initiatives.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

5-10 Years of experience in humanitarian project management, especially working with partner organizations and religious entities.

Required Education, training, license, registration, and certification

MA/MSc or BA/BSc Degree in a relevant field preferred.
