Job Description
The Admin Finance Officer will serve as a critical member of the financial management team for a UN-WOMEN , SFCG project implemented by Sustainable Goals Organization for Afghanistan (SGOA). This project is designed to address development challenges in the region, and the Finance Officer will play a pivotal role in ensuring the efficient and transparent financial management of project resources. This role involves overseeing financial operations, budgeting, reporting, and compliance with UN-WOMEN financial guidelines and donor requirements
Financial Management:
- Assist in budget preparation, monitoring, and financial forecasting.
- Manage accounts payable and accounts receivable processes.
- Ensure timely and accurate processing of invoices, expenses, and reimbursements.
- Support in the preparation of financial reports for internal and external stakeholders.
- Maintain financial records and documentation in compliance with organizational policies and regulatory requirements.
Administrative Support:
- Oversee office management tasks including procurement of supplies, equipment, and maintenance.
- Coordinate logistical aspects of events, meetings, and workshops.
- Manage office correspondence and communication channels.
- Support HR processes such as recruitment, onboarding, and personnel record-keeping.
- Assist in grant management activities including proposal writing and reporting.
Compliance and Documentation:
- Ensure compliance with legal, regulatory, and donor requirements.
- Maintain accurate and up-to-date organizational records and documentation.
- Assist in the development and implementation of internal policies and procedures.
Communication and Coordination:
- Facilitate internal communication and collaboration among team members.
- Serve as a liaison between the organization and external stakeholders, including donors, vendors, and partners.
- Contribute to the organization's communication efforts through social media, newsletters, and website updates.
Job Requirement
- Develop and manage the project's financial plans, budgets, and forecasts. Ensure alignment with UN-WOMEN , SFCG financial guidelines and donor expectations.
- Oversee day-to-day financial transactions, including payroll, procurement, and disbursements. Ensure the accuracy and completeness of financial records.
- Monitor project budgets and expenditures, identifying areas for cost optimization and efficiency improvements.
- Prepare and submit regular financial reports to UN-WOMEN , SFCG and other relevant stakeholders. Ensure compliance with reporting requirements.
- Ensure adherence to SFCG , UN-WOMEN financial policies, procedures, and guidelines. Collaborate with auditors and oversee the financial audit process.
- Manage project cash flow, ensuring adequate funds are available for project activities and disbursements.
- Engage with donors and funding agencies to provide financial updates and reports, addressing any financial queries or concerns.
- Train and mentor finance staff to enhance their financial management skills and ensure the project's financial team operates effectively.
- Identify potential financial risks and develop strategies for risk mitigation. Implement internal controls to safeguard project assets.
- Regularly review financial performance against project objectives, making adjustments as necessary to ensure financial sustainability.
Abachelor's degree in economics, finance, accounting, or a related field. MBA is preferred.
Professional certification such as CPA, ACCA, or CMA, Quick Book is highly desirable.
A minimum of [8] years of experience in financial management, preferably in a development or humanitarian context.
Profound knowledge of financial regulations and compliance requirements, including UN-WOMEN , SFCG financial guidelines.
Proven experience in budgeting, financial planning, and financial reporting.
Strong analytical and problem-solving skills, with an attention to detail.
Proficiency in financial management software and tools.
Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
Knowledge of the local context, culture, and financial challenges in Kandahar, southern Afghanistan.
Fluency in English and Dari/Pashto, both written and spoken.
Commitment to the principles of transparency, accountability, and ethical financial management.
