About World Vision International: World Vision International (WVI) began emergency relief operations in Afghanistan in 2001 by addressing the urgent needs of children and families affected by natural disasters and decades of conflict. More than a decade later, World Vision Afghanistan’s (WVA) programs have expanded to development sectors such as health, nutrition, WASH, child protection, and education, empowering women to engage in civil and social change through interfaith partnership. WVA targets the most vulnerable in its interventions; including children, women, Internally Displace Persons (IDPs), and returnee refugees, as well as the most impoverished and marginalized families. These priorities have been chosen to contribute to our Goal of: “Improved survival and well-being of Afghan girls and boys, building the foundations for a better future for Afghan children and their communities.” Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.
Job Description
The World Vision Afghanistan Office, based in Herat/ Afghanistan is seeking a highly motivated Program Officer to support the Business Development & Management Team BDMT/GAM. In support of and under the general direction and guidance of the Business Development Coordinator, the PO will support the planning funding, implementation, evaluation, and reporting of Multiple Grants. This PO position will support and occasionally lead proposal coordination and design, as well as ensure regular project reporting and donor compliance. It will also include engagement with various SOs and donors.
Job Requirement
Grants Acquisition and Proposal Design
- Support and lead the development of concept papers and proposals in coordination with technical specialists, finance, etc.
- Coordinate with SOs and donors for continuous funding for the assigned portfolio
- Monitor funding status for the program to identify possible funding gaps and ensure smooth transitions from one grant to the next.
- Closely collaborate with donors and Support Offices for early positioning for new funding.
- Support the Go No-Go process for new opportunities as per WVI policy
- Collaborate and negotiate with Support Offices and DMT on match needs and other resources (e.g., technical).
Grants Management and Reporting
- Work on monthly, annual, and end-of-project narrative reports, newsletters, situational reports, and other reports as necessary in collaboration with the other departments, including internal and external reports.
- Support, plan, and facilitate grant reporting to meet donors/SOs, and WVI's highest standards.
- Monitor program's progress ensuring goals and objectives are achieved and non-financial grant requirements are adhered to.
- Provide program updates to assigned WV Support Offices and donors
- Support the quarterly Grant Health Tracker
- Support the facilitation of Startup and close-out Grant meetings for the assigned projects
Quality Assurance, Accountability, and Information Management
- Support to streamline program processes to ensure timely and quality preparation of grant proposals, donor reports, and other reporting requirements.
- Ensure alignment with WV’s established external engagement, GAM, partnering steps, and response strategies.
- Incorporation of internal and international humanitarian standards (Sphere, HAP, etc.) into all project designs and implementation.
Partnership & External Relations
- Develop and maintain strong relationships and information sharing with donors and Support Office representatives.
- Support donor Engagement including attending meetings and updating the GAM Manager
- Support the programs team to identify challenges and communicate and ensure timely communication to SOs and the donors
Information Management
- Support to update and maintain the HORIZON database
- Support project filing according to Audit requirements

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
Bachelor’s degree in Social Sciences, International Development, International Relations, Public Administration, or a related field.
At least 1-2 years experience in Program, Grants Acquisition, Business Development, project management
Required Education, training, license, registration, and certification
- Experience in large-scale humanitarian emergencies or development programming
- Basic understanding of project design and proposal writing.
- Basic understanding of the workings of major donors, such as BHA, DRA, and UN agencies including UNICEF, OCHA, and WFP.
- Strong capacity-building and facilitation skills
- Ability to complete tasks promptly.
- Ability to pursue thoroughness and appropriate attention to detail.
- Ability to express self clearly in all forms of writing.
- Ability to identify gaps, trends, priorities, and key issues.
- Ability to describe key aspects and issues of relief, development, and advocacy.

Preferred Knowledge and Qualifications
Basic knowledge of budget requirements and regulations of major donors including UN OCHA, UNICEF, WFP, DRA, BHA, DEC, and other donors. Familiarity with humanitarian codes, minimum standards, principles, and practice.
