About Organization for Coordination of Humanitarian Relief (OCHR): OCHR is a nonprofit, nongovernmental organization implementing relief, stabilization, and development programs across Afghanistan. OCHR differ widely in its program planning and strategies—contributing in long-term interventions concerning humanitarian response and sustainable development, and specifically focuses on the ultra-poor communities of Afghanistan enabling them to develop sustainable livelihood through microfinance and re-integration into society.
Job Description
- Overall management of the organization’s mission in West Region.
- A full competency in English Language is required (Professional and Academic Writing Tests) is an obligation and part of the HR process.
- Technical Data collection and Designs of Three Water supply project and Needs Assessment plus Coordination with local stakeholders, NGOs, Donors, and DFA.
- Anticipatory participations tools-early warning analysis (WASH, Technical Designing of WASH projects, Water supply pipe Scheme networks and Canals etc.).
- Regularly participate in the regional WASH cluster meeting, and to be familiar with the WASH cluster standards, mandate,
- Overall Project Management/Implementation and supporting the program department in coordination with (other IPs, Project Frameworks, Coordination with In-line directorates, and on the ground implementation).
- The WASH manager is working directly under the program department and is responsible for regular reporting and very close coordination with the program department of OCHR at HQ.
- Be responsible for ensuring management of resources for the fulfillment of the humanitarian and development projects and project deliverables and commitments for objectives/indicators and accountability to donor requirements.
- With the regional admin finance officer ensures that activities and expenses are regularly monitored and, as needed, action plans with follow-up are developed to correct any over - or underspending in a timely manner.
- Conduct and support ongoing monitoring of the projects, through frequent visits to field sites, to ensure standards and progress toward targets.
- Regular reporting is part of the main responsivities of the WASH Manager, including (technical reporting, representation of graphical data, Needs and Gaps analysis, planning and risk assessment and development plans.
- Identify gaps, areas of growth, and strategies and support in adapting program design to effectively meet beneficiary needs, the changing context, and other factors.
- Ensure maintaining of program files and documentation as per program management minimum standards, including maintaining the confidentiality of beneficiaries’ data.
- Ensure integration of project activities in all sectors that OCHR works in i.e. (WASH, Protection/GBV, and ES/NFI).
- Support teams to successfully conduct activities that will include Needs Assessments, market assessments to ensure the market functions in the target area.
- Assist in the representation of OCHR in meetings relevant to OCHR’s work, including at meetings with field partners, other IPs, donors, government officials, and cluster/coordination meetings.
- Proactively liaise and build a good rapport with local authority officials, community representatives, and any other relevant stakeholders.
- Strengthen accountability in activities, ensuring that feedback from all relevant stakeholders is considered in all project phases inducing programming design.
- Include the participation of beneficiaries and communities, particularly those most vulnerable or at-risk, in all stages of the project cycle where appropriate.
- Ensure that all project activities are included in project M&E plans and supervise the implementation.
- Ensure the provision of technical reports and technical data to support the program department in preparation and writing of project proposals annual plans in regular basis to the OCHR HQ.
- PDM (Post Distribution Monitoring).
- Capacity Building of project personnel and supporting them in developing and implementing community cohesion initiatives.
Job Requirement
- Bachelor/Master’s degree. Preference will be given to WASH Specialists.
- A full competency in English Language. Examined by (Professional-Academic Writing - Fluency Test) plus the technical test is an obligation and part of the HR process.
- University degree in a relevant field, Civil Engineering, Construction Engineering, Water Supply, WASH Engineering, with technical background in project implementation, WASH and project designing at NGOs, rural development, with professional experience in the humanitarian sector, or similar relevant qualification.
- Proven experience in program development, monitoring, and reporting.
- Excellent written and oral English language skills. Will be tested.
- Previous experience in a similar role (WASH Manager, Water Supply Construction Manager)
- Previous coordination/management experience.
- Previous experience with WASHclusters, or relevant UN agencies
- Structured, well organized and self-driven
- Excellent communication, cooperation and interpersonal skills
- Ability to build other people’s capacity
