About The HALO Trust: The HALO Trust is the world’s largest humanitarian mine clearance organisation. We save lives and restore communities threatened by landmines and other weapons of war, such as cluster bombs, stockpiles of small arms and improvised explosive devices (IEDs). Job Description
The HALO Trust Afghanistan team is seeking a qualified and highly motivated Grants and Compliance Manager to support finance team. Under the leadership of the Head of Finance, you will support the effective management of grants throughout the project cycle, advise on donor compliance and ensure grant deliverables are achieved on a timely basis. You will effectively manage the grants and compliance team with good oversight and support. Furthermore, high quality donor reporting and strong communication is required.

Key Responsibilities
Grant/Project Management and Reporting
- Provide leadership to the grants and compliance team, to ensure effective support to the overall finance team.
- Support the development of monthly, quarterly, annual, and end-of-project reports and ensure donor and HALO standards and requirements are met.
- Maintain grant records, modifications, and any other relevant information.
- Lead on grant's lifecycle with emphasis on implementation phase and closeout.
- Prepare the monthly financial reporting matrix for on-time follow-up and submission of the financial reports.
- Prepare the Budget versus Actual analysis each month and share with all the related units to avoid any over/under spendings.
- Coordinate close-out of projects in a timely manner and in line with HALO's financial standard operating procedures.
- Prepare the Semi-Annual reports (Finance Section) for the Ministry of Economy.
Compliance
- Keep up to date on all donor rules and regulations.
- Identify compliance issues and risks throughout project life cycle. Support development of mitigation plans with the finance team.
- Support external audits, providing the necessary documentation and information as needed.
- Assist the team with the Annual Tax Return filing (Izhar Nama) and assisting in obtaining Tax Exemption Certification process by providing them with financial data and records to the Ministry of Finance.
- Strong awareness of current taxation regulations in Afghanistan.
Job Requirements
- Minimum bachelor’s degree in finance, Accounting, Economics, Audit and Management or any other related field.
- A minimum of 3 years’ professional experience serving in a Grants Management, Compliance and Internal Control functions preferably with an international NGO funded by various donors.
- 3-5 years' experience in a management role.
- An implementer of policies, procedures, and projects.
- Excellent communication skills in both English and local languages.
- Ability to work effectively with a wide range of people in different departments.
- Advanced Excel skills and solid working knowledge of NetSuite or other similar ERP system.
You should be able to:
- Work in a fast-paced, busy environment.
- Maintain performance expectations in stressful environments.
- Meet deadlines, be self-sufficient and work under pressure.
- Contribute and communicate effectively with the team.
