ACTED provides relief and emergency assistance to vulnerable populations affected by displacements, conflicts, or natural disasters, in the fields of agriculture, shelter, wash, and food security.

Job Description

Job purpose:

Prepare the data processing R script according to the corresponding Data Analysis Plan.

Oversight and implementation of data cleaning, processing, analysis, and dashboards development.

Duties & Responsibilities:

Data Quality Assurance 

  • Responsible for daily data quality checking in line with the processes established by the Database Manager (DBM).
      • Preparing the data processing R script according to the corresponding Data Analysis Plan (DAP) provided by Assessment Analysts (AAs) 
      • Looking for any errors or illogical combinations of values existing within dataset and reporting it to AA to update the DAP. 
      • Preparing and providing the Data Collection Tracking and Monitoring report (Using RMD) according to the DAP or adaptation of the script to AA or Operations team requests. 
      • Adjusting the data processing or tracker’s R script to the latest request from AA or Operations team during the data collection. 
      • Replacement of the accumulated cleaning logs on the raw data and double checking the result at the end of the data collection. 
      • Re-calculation of any calculate-type question within data forward to the applying of cleaning logs on the data. 
      • Developing R functions to automate the process of data cleaning/processing as much as possible; optimize the functions which have been made for data cleaning purposes inside the mission. 
  • In coordination with the DBM, provide daily feedback on data quality issues to the Assessment Analysts (AAs).
      • Providing the daily cleaning log, processed raw data, or any other relevant documents for evaluation of data quality assurance on daily basis. 
      • Engaging with AAs in development of DAP for better data quality check and data collection monitoring. 
      • Frequently checking the deletion report (of tracker) with data as well as the re-inclusion of interviews and updating the changes in the tracker. 
      • Ensuring that targets of sampling frames are met prior to the end of data collection and reporting the missing number of interviews to the AAs. 
  • Reporting the outliers found in data to the AAs and following up on the changes made in the values. 
  • In coordination with the DBM, follow up daily issues with the corresponding Operations team members.
      • Following up on receiving and checking the cleaned cleaning log with AA or Operations team on a daily basis.  
  • Apply data protection policy provided by IMPACT HQ for daily activities.
      • Sterilizing the dataset from any Personal Identifiable Information prior to sharing with other unit’s member or publication. 

Develop Tools and Training Materials 

  • In coordination with the DBM, develop and test data collection Kobo XLS Form.
  • Support the training of enumerators on the use of data collection methods, tools, and processes.
  • Provide support to other REACH team members as required in relation to data.
  • In coordination with the DBM, develop training materials on data collection techniques, data safety and security as required.

Development of Analysis and Coding Skills 

  • Draft data analysis scripts in R as needed and according to current skill level.
  • Fulfil technical training and learning plan and continuously conduct self-study to improve data analysis skills.
  • Maintain, expand and optimize the existing functions/scripts of data analysis, and automation of possible data analysis processes.

Team and Project Management 

  • Collate and report relevant lessons learned to the Database Manager and Assessment Focal Point.
  • Monitor and quality check of overall and daily work of Junior Database Analyst under supervision.
  • Supporting Junior Database Analyst in terms of problem solving and capacity building.

Other:

  • Meeting deadlines for data cleaning, processing, and analysis.
  • Number of times outputs require feedback from senior staff.
  • Number of times analysis results must be revised based on HQ feedback.

Any other task assigned by line manager.

Job Requirement

  • Academic qualifications, including a bachelor’s degree in computer science, Statistics, Economics, GIS, Information Systems, or relevant discipline. 
  • 1 or 2 years of experience working in information management, database management or a related field. 
  • Advanced knowledge of Microsoft Excel/Spreadsheet, Word, and data visualisation and analyses tools 
  • Knowledge of R, Python, or other programming languages are highly desired. 
  • Familiarity with data processing, cleaning, wrangling is highly desired. 
  • Experience in developing data collection tools (i.e., ODK/KOBO) is highly desired. 
  • Understanding of statistical analysis is highly desired. 
  • Fluency in English is required. 
  • Good analytical and problem-solving skills. 
  • Good team working skills. 
  • Good organizational, communication and interpersonal skills. 
  • Ability to think creatively in terms of tool and process development. 
  • Positive attitude and a willingness to learn. 
  • Ability to operate in a cross-cultural environment requiring flexibility. 
  • Ability to work independently.
