Job Description

Under the overall guidance of the Resource Management Officer and direct supervision of the National Finance Officer, the incumbent will be responsible and accountable for providing necessary financial support for the effective and efficient implementation of IOM activities in Afghanistan. 

 

Core Functions / Responsibilities:

  • Assist with the control and monitoring of the finance activities of the mission in accordance with IOM rules and regulations.
  • Perform AP Processing in IOM’s accounting system after approval.
  • Extract and input data from various sources in financial or accounting systems.
  • Verify all types of payments starting from purchase to payment requests verifying that they are duly authorized, and all the supporting documents are attached therewith.
  • Process all cash journal entries of sub-offices in the accounting software.
  • Assist in bank reconciliations on a monthly basis and other month-end accounts closure processes.
  • Review Travel Expense Claims under IOM Apps and e-TASS and extract data to process the payments in a timely manner in coordination with the Treasury unit.
  • Prepare billing statements for international staff members in coordination with other Finance Associates. 
  • Perform other related duties as required.

Job Requirement

Education

Bachelor’s degree in Business Administration, Accounting, Finance, or a related field from an accredited academic institution with two years of relevant professional experience

 or

College Diploma in the above field of studies with four years of relevant professional experience.

 

Experience

  • Experience in financial management, i.e. accounting, treasury, budget, and reporting.
  • Experience in day-to-day bookkeeping, verification of documents and preparation of billing statements.
  • Experience in Auditing is an advantage.
  • Prior work experience with UN (United Nations) Agencies in a multi-cultural setting, International Non-governmental organizations in a multi-cultural setting, government institutions in a multi-cultural setting and the financial institution in a multi-cultural setting is an advantage.

 

SKILLS

  • Knowledge of accounting systems i.e. SAP/Oracle and IPSAS (International Public Sector Accounting Standards).
  • High level of computer literacy is required (MS Office, specifically Excel).
  • Ability to prepare clear and concise reports and to analyze and interpret source information and data.
  • Good analytical and problem-solving skills.
  • Good communication skills, personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking.

 Languages

  • For this position, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
