About Afghanaid: Afghanaid is a British humanitarian and development NGO established in 1983. It is headquartered in Kabul and is currently working in four provinces: Badakhshan, Samangan, Ghor, and Daykundi. Job Description
Responsibilities:
- Project Implementation:
- Ensure successful project implementation aligned with approved project proposals, Logical Framework Analysis (LFA), work plans, and budgets.
- Orient key stakeholders in the salient elements of the project.
- Establish a monthly progress review and planning mechanism for the project team, followed by detailed monthly activity plans.
- Develop/prepare Project Implementation Guidelines.
- Provide support and facilitate capacity building for local community institutions, local government, and schools in order to enhance their resilience against natural hazards.
- Collaborate effectively with the provincial programme coordinators, and Director of Programme Implementation and Quality in order to ensure successful project execution.
- Regularly review and update the project risk register and and implement appropriate risk reduction measures.
- Develop a due diligence checklist for project implementation and compliance purposes.
- Ensure proper recording and storage of all project documents, including successes, lessons learned, and best practices.
- Networking and Representation
- Establish strong relationship with project stakeholders at the provincial and district level.
- To ensure constant relations and support to all project stakeholders
- Maintain regular communication with key provincial departments such as MoE, MAIL, and PDMA.
- Foster relationships with other likeminded organizations at the provincial level
- Monitoring and Evaluation:
- Design and commission a project baseline assessment including detailed, analytical, and participatory community-based assessments.
- Support the M&E team in in developing a project monitoring system to gather qualitative and quantitative data documenting project progress and making management decisions Support the M&E team in preparing ToRs, and support Head Office in commissioning external evaluations for the project.
- Conduct regular field trips to monitor project activities.
- Ensure dissemination of evaluation findings, best practices, and lessons learned to internal and external audiences, along with recommendations for future project design and implementation.
- Ensure that project progress, data and evaluation findings are shared with the M&E team and integrated them into programme monitoring processes.
- Participate in internal programme audit procedures.
- People Management
- Ensure proper recruitment and induction of all project staff, clarifying their roles and responsibilities..
- Provide technical guidance and capacity development for the project team.
- Coordinate closely with the Doctor of Veterinary Medicine, Agriculture Specialist, watershed officers and Livestock Specialist to build the capacity of project staff..
- Financial and Logistics Management
- Oversee the financial management of the projects’ budgets in close collaboration with the provincial and national finance teams.
- Develop an annual spend plan linked with the work and activity plans. Monitor project budget utilizations on a monthly basis and prepare budget variance analysis reports.
- Make prompt and effective decisions to address the variances which occur as a result of over-/under spend in the projects’ budget lines and immediately apply them in the next month.
- Prepare budget revisions in advance and communicated with PDRM to ensure that such issues are communicated with the donor in sufficient time.
- Develop and execute a project procurement plan in line with Afghanaid’s procedures.
- Collaborate with the provincial operation coordinator to allocate and monitor shared overhead costs.
- Reporting & Documentation
- Prepare and submit narrative and financial reports monthly, quarterly, bi-annual, and annual bases to report on project progress at output and outcomes/results level as per the organisation’s and the donors’ requirements.
- Prepare and submit donor reports bi-annually and annually.
- Document lessons learnt and best practices, prepare case studies and stories of change, including developing a portfolio of visual documentaries (photo and video).
- External Representation
- Lead project coordination activities with other partners.
- Maintain regular updatse and liaise with government officials and the Afghanistan national disaster management authorities, ANDMA and MAIL.
- Facilitate visits of donor missions to the project areas, ensuring proper briefing.
- Coordinate effectively with national and international stakeholders.
- Develop a network for mutual learning and experience exchange with partners working at provincial and national level.
- Develop common plans for project visibility with other partners according to donor guidance, including actions that promote positive perceptions among communities, media and government.
- Assist in preparing tools for various surveys such as baseline and needs assessments, and guide survey teams in conducting field surveys.
- Develop operational methodologies and support the development of training modules and awareness raising materials.
- Provide technical assistance on DRR components of other Afghanaid projects.
- Learning and Knowledge Management:
- Organise quarterly meetings for Project Officers, Social Organisers, and M&E staff to share project learnings.;
- Digitise project records in consultation with the M&E unit for archiving and indexing
- Security Management
- In close coordination with the Head of Security, Provincial Operations Managers and line manager, be responsible for analyzing the security of the project operating environment.
Any other duties as and when assigned by the line manager, MD and/or Directorate.
Job Requirement
PERSON SPECIFICATION
The position holder must possess a Bachelor’s or Master’s degree in Agriculture with extensive professional experience in Agriculture, Forest and Livestock development
Work Experience
- A minimum of 5 to 7 years working experience in international humanitarian relief and/or development, especially in the area of project management in Disaster Risk Reduction and Climate Change Adaptation. .
- A proven ability to think and lead strategically, plan effectively, set priorities and meet deadlines.
- Experience and understanding of international humanitarian and development work.
- Demonstrated ability in preparing well-organized and coherent reports of which at least two year should be in managerial position with national or international organisations.
