About World Vision International: World Vision International (WVI) began emergency relief operations in Afghanistan in 2001 by addressing the urgent needs of children and families affected by natural disasters and decades of conflict. More than a decade later, World Vision Afghanistan’s (WVA) programs have expanded to development sectors such as health, nutrition, WASH, child protection, and education, empowering women to engage in civil and social change through interfaith partnership. WVA targets the most vulnerable in its interventions; including children, women, Internally Displace Persons (IDPs), and returnee refugees, as well as the most impoverished and marginalized families. These priorities have been chosen to contribute to our Goal of: “Improved survival and well-being of Afghan girls and boys, building the foundations for a better future for Afghan children and their communities.” Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.
Job Description
The position will take the lead in developing/reviewing and implementing the WV Afghanistan’s Food Security and livelihood programming as informed by the NO Strategy. The position will ensure availability of technical expertise, support staff capacity building, innovation in design, quality results and organisational learning within World Vision based on credible evidence gained through livelihoods programming. The candidate is expected to possess up-to-date sectoral knowledge to ensure that current thinking is reflected in World Vision’s Food Security, Livelihood and Resilience programmes. The candidate will also represent World Vision in external engagement with technical sectors, donors, governments and other relevant stakeholders in the development and humanitarian community. The Food Security and Livelihoods sector lead will be responsible for the development of proposal for resource acquisition related to Food Security and livelihood programming.
Job Requirement
Strategy and Leadership
- Refine and lead the realisation of food security and livelihood sector objectives from the WV Afghanistan Strategy, ensuring synergy, and integration with other sectors.
- Based on evidence of impact, monitor and analyse progress and provide recommendations towards achieving Food Security and Livelihoods strategic objectives.
- Demonstrate World Vision’s core values, vision and mission in all aspects of the role and aspire to achieve a safe and secure future for children.
- Ensure that climate change is one of the key aspects addressed by WVA.
- Provide leadership and direction to the overall food security and livelihoods sector in collaboration with Zonal Managers and Project Managers.
- Create a learning environment in which Food Security and Livelihoods staff regularly reflect, learn from mistakes and use lessons for personal growth and to revise work plans to improve ministry impact.
- Technical Expertise and organisational learning
- Provide Food Security and Livelihoods , Climate Change expertise, technical support and updated knowledge during project/programme design, monitoring, implementation and evaluation, as well as to related staff across the response.
- Ensure understanding and quality embedding of Food Security and Livelihoods technical standards at project, programme and strategic levels.
- Ensure capacity building of Food Security and Livelihoods staff where required.
- Lead development of strategic new Food Security and Livelihoods approaches in line with the programming context and imminent funding environment of emergency, recovery and development initiatives where relevant.
- Work with other technical leads and M&E to support the coordination and exchange of lessons learned and good practice.
- Be the knowledge centre of all National Office Food Security and Livelihoods projects.
- Analyse the impact of project and promote learning by documentation of best-practices. Use this information to support decision-making processes.
- Travel regularly to all project sites to ensure proper implementation of Food Security and Livelihoods project, ensuring that evidence based best practices and quality standards are being utilised in implementation.
- In collaboration with project leads and ZPMs, identify best practices and innovative ideas to do things differently
- In collaboration with project managers and ZPMs, provide technical review for progress reports for all FSL projects
- External Engagement and Advocacy
- In coordination with the Programme Director, Operations Director and National Director, establish and maintain liaison with relevant government departments.
- Represent World Vision in Clusters and working groups, in donor meetings, private sector engagements and at conferences and prepare monthly external engagement reports
- Work with Advocacy Manager to develop and maintain relationships and networks with the relevant national institutions and other key stakeholders.
- Use credible and validated evidence from programming to inform policy dialogue and policy recommendations
- Represent World Vision in local coordination forums and liaise with government officials and donors, UN-bodies and other partners wherever appropriate and required.
- Effectively represent WV operations and mission when accompanying visitors, e.g. donor and/or Government representatives, journalists and other delegations to project sites
Resource acquisition
- In collaboration with the Resource Acquisition and Management team and other Sector leads/specialists, support mapping of donors and actively pursue new funding opportunities in the Food Security and Livelihoods sector.
- In collaboration with the GAM team, actively engage in designing the technical components of new project proposals and take the lead in designing Food Security and Livelihoods components and project applications for donors.
- Coordinate efforts to comply with WVI and national Cluster Food Security and livelihoods sectoral standards and policies, ensuring projects design and implementation meets.
- Be aware of the Humanitarian and Emergency Affairs (HEA) standards and operational imperatives and cascade the same to project team
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
- At least five years working experience at a senior level in Food Security, Livelihoods and Resilience sector in a Development and humanitarian context
- Excellent technical understanding of Sustainable Development, Economic Development and Livelihoods and Resilience, including agriculture.
- Experience designing and facilitating Livelihoods capacity building activities and training
- Good understanding of both the Development and humanitarian architecture
- Substantial experience in networking and positioning with external stakeholders
- Extensive experience in developing successful project proposals
- Experience in advocacy, preferably on trans-national level
- Experience of working in the Afghanistan would be an advantage
- Understanding of integrated rural community development programming and processes.
- Strong capacity building and facilitation skills.
- Cross-cultural sensitivity, flexible world view, emotional maturity and physical stamina.
- Knowledge of and adherence to the Red Cross and NGO Code of Conduct and capability of incorporating standards in implementation and evaluation of relevant projects
Required Education, training, license, registration, and certification
University degree in Agriculture Economics are related field,Master degree in relevant field required

- HEAT Training a MUST for the successful candidate.
- Excellent written English, with fluency in speaking English
- Prior experience in fragile contexts and humanitarian response
Travel and/or Work Environment Requirement
The position requires ability and willingness to travel up to 60% domestically to project sites; with occasional international travel
