About Moore/ILO: The Employment Intensive Investment Programme (EIIP) Afghanistan is one of the four pillars of the ILO’s crisis response and overall strategy of promoting employment and decent work in Afghanistan through the humanitarian-development-peace nexus. The Social Safety Net (SSN) Fund aims to broaden the use of social safety nets through a wide range of projects to extend existing social security systems, promote occupational safety and health (OSH), develop human resources, strengthen labour inspection, eliminate forced labour and foster entrepreneurship. The Fund also responds to natural disasters by implementing crisis response activities in the affected areas to support disaster recovery. Following the Western Region Earthquake, the International Labour Organization (ILO) which is implementing the Employment Intensive Investment Programme (EIIP) Afghanistan Project has secured funds through the Social Safety Net (SSN) funded through the Government of Japan to provide an emergency response to the earthquake. The EIIP Project will be implementing 2 projects in Zinda Jan district, Herat Province and through a recruiting agent seeks the services of a Project Coordinator to coordinate implementation of the infrastructure project.
Job Description
The Project Coordinator will be part of the ILO technical team based in Herat province tasked to deliver the ILO EIIP SSN Component. Under the overall supervision and guidance of the Project Manager, the Project Coordinator will report to the International Project Engineer, taking charge of works operations of a cluster and/or category of infrastructure works for which she/he will be the key resource person, including supervision and inspection of works, use of appropriate technology, Labour conditions, OSH, gender, environment and other crosscutting issues and safeguards related to the works. It will also involve project identification, feasibility studies, preliminary and detailed designs, quantity surveying, and preparation of contract documents for other works. The Project Coordinator will work closely with National Engineers assigned to the project site, including providing guidance and on-the-job training as necessary.
Main duties and responsibilities:
In collaboration with local authorities, technical agencies, UN agencies and local communities, the Project Coordinator will engage in several activities, including but not limited to:
- Take a lead role and organize coordination and consultation with local authorities and communities for project implementation.
- Assist in developing and implementing project plans, timelines, and schedules.
- Coordinate with team members to allocate tasks and resources effectively.
- Monitor project progress and identify potential delays or obstacles and identify and address potential risks or issues that may impact project delivery. This includes monitoring progress of work, material tests, employment generation, OSH issues, challenges and deviations from plans, designs and work plans, etc.
- Monitor project deliverables to ensure they meet quality standards and requirements by conducting periodic reviews and quality checks to verify adherence to project specifications.
- Prepare regular progress reports for EIIP Afghanistan Project management.
- Serve as a central point of contact for project-related communication.
- Facilitate meetings, including scheduling, agenda preparation, and documentation.
- Liaise with internal teams, stakeholders, and external vendors to ensure alignment and timely delivery.
- Maintain accurate project documentation, including meeting minutes, action items, and status reports. This includes collecting, documenting, and reporting site information in relation to contractor’s work including information on the contractor’s workforce, labour, weather, progress of work and any other related information. Also organize and maintain project files and records for future reference.
- Proactively address challenges to minimize disruption and ensure project success.
- Supervise the construction activities on site by ensuring that Contractors are implementing instructions as and when received.
- Support the contractor to mobilize laborers in line with project requirements, manage labour works, keep the record of the number of laborers employed under contract and enable good relations with community.
- Support the EIIP team in maintaining accurate measurement of the completed works for payments.
- Ensure that work is carried out using a labour-based approach.
- Organize coordination and consultation with local authorities and communities throughout project implementation.
- Organize the testing of construction materials, review results of material testing and provide necessary recommendations and work instructions.
- Implementation of the Environmental and Social Safeguards Framework
- Review and approve shop/as built drawings and inspect and guide setting out works.
- Inspect working conditions at construction site, ensuring that occupational health and safety practices are following accepted standards.
- Keep an update journal book (log) for the related construction activities; makes sure that daily activities are done according to work-plan.
- Ensure and maintain a proper filing system with both hard copies and soft copies.
- Carry out other duties as assigned by EIIP team.
Job Requirement
Education
University degree in civil engineering.
Experience
Minimum 7 years of experience in managing and implementing infrastructure works, including rural road works. Proven experience in working and engaging with relevant agencies, private sector, donor, and UN agencies, and a heterogeneous team composed of consultants, specialists, and local collaborators of different educational and cultural backgrounds - in remote and difficult settings. Experience in labour-intensive infrastructure works will be considered an advantage.
Technical requirements
• Good knowledge of planning and implementation of road construction and maintenance works.
• Good understanding of asset management for public infrastructure and how this translates into effective maintenance strategies.
• Good understanding of the planning and implementation of employment-intensive public works is considered an asset.
• Proficient in community and project stakeholder consultations.
