Job Description

Finance Management                         

Proactively interacts with budget holders about cash flow management within projects, following internal control regulations, and improving compliance of budget holders to policies. Produce timely, accurate consolidated financial reports including month-end reports of actual vs. budget results, investigate, analyze, and explain variances from the budget for income and expense line items, and advise managers and finance staff on trends, opportunities for improvement, and any issues of concern. Manage and monitor the organization's cash liquidity levels and status by taking account of the organization's cash planning and forecasting. Review cash reconciliations and prepare requests to GO for replenishment of the CO Cash. Manage the Tax remittance and ensure the processing of the annual tax clearance certificate.  Manage the cash movements through the domestic money transfer facilities and reconciliations. Maximise cost recovery strategies and track and report on any discrepancies or gaps in cost not absorbed in project budgets. Review and Approve payments and ensure they are with proper coding as per the project-specific financial and operational processes. Technically monitor the operational activities of the Field  Offices to ensure compliance and quality of service delivery. Manage and report on the Country Office budget [planning, review, analysis, reporting, and control]. Monitor the Corporate finance indicators and take action to agreed deliverables. Verify the accounting process and ensure that it conforms to established accounting principles. Provide financial advice and assess adherence by the management and project staff to Cordaid’s, local regulations, and donor compliance processes. Identify any non-compliance procedures and ensure prompt corrective action.

Project participation                                 

Under the supervision of the project leader, participates as a project controller or team member. Shares and contributes financial expertise and advises the project leader on financial content matters concerning the project.

Controlled budgets                                   

Proactively interacts with budget holders about cash flow management and budget absorption within projects, following internal control regulations and improving compliance of budget holders to policies.

Donor and Grants Management             

Participate in the preparation of grant proposals and financial reports for funders; identify variances and issues in grant-level budget management, and advise Programme Managers and Project Staff on solutions. Develop and maintain funds management tools, such as funding trackers, reporting calendars, templates, and compliance guideline documents; and ensure the team is aware of these timelines. Enforce compliance as per Cordaid and donor regulations and requirements. Ensure to monitor and review the financial program activities in line with donor agreements and share recommendations. Ensure the highest quality reporting following Cordaid and donor requirements (This may involve substantial editing, translation, and contributing to writing to ensure the reports are in coherence with the donor standards, templates, and requirements). Coordinate and complete proposal revisions, follow up, and negotiate cost extension requests as and when needed in liaison and collaboration with the  Operations Director and Programme Managers. Manage program financial Exits and Closure and ensure that all cost is reported and are qualified within the contract period.

Compliance                                                

Monitors the operational business of the Field Office and its contractual payments/invoices and reviews contracts with stakeholders, to ensure keeping the compliance policy of Cordaid and legal regulations.

Financial reports                                        

Collects information within the administrative organizations and reports about the financial results, specifics and possible deviations, following required reporting standards, and providing solutions to minimize the impact of deviations.

Personnel management             

Leads personnel following the management style of Cordaid, focused on productivity, the professional development of staff and employee satisfaction. Coaches staff and leaves room for professional freedom to determine how to execute the work. Builds on the strengths and talents of staff members to improve team performance. Emphasis on teamwork, project-based working, and commitment. Ensures efficient use of resources and controls quality of work.

Partnership Management                        

Support Programme team in grants functions across the project lifecycle, including project start-up, monitoring and management (tracking expenditure and program progress against project documents, project review meetings, donor reporting, processing grants modifications), and close-out, to ensure that projects are implemented in compliance with Cordaid and donors’ rules and regulations, as well as meet internal standards. Ensure that partnership and sub-grant-related administrative processes and procedures are standardized and consistently implemented throughout the program, including pre-award compliance checks, agreements, disbursements, reporting, and partner capacity-building.

Integrity                                                       

Showcases integrity standards as outlined in Cordaid’s integrity policies. Fulfills integrity responsibilities as outlined in Cordaid’s Integrity Framework and Standard Operating Procedures. Actively contributes to a safe environment within their scope of influence by encouraging dialogue, and trust, as well as understanding and adherence to Cordaid’s integrity standards and procedures.

Job Requirement

Knowledge, Skills, and Experiences

Master's degree and/or with a bachelor's degree or professionally related technical/professional qualifications in finance, business administration, accounting, or a related field (CA, ACCA qualification will be a definite advantage).

At least 5-7 years of progressive experience and exposure in financial management in an international NGO environment

Knowledge of finance systems, planning & control, (computerized) accounting, (compliance) legislation, reporting standards, and languages.

Strong command of MS Office, especially MS Excel. Knowledge of Dynamics AX and Power BI will be an added advantage.

Knowledge of the mission and goals of the Cordaid program and the security policy.

Social skills to ensure compliance and gather reliable information from budget holders and lead local staff.
