Program/Department Summary The Mercy Corps Finance Department is responsible for all financial functions in Afghanistan, including accounting, payments and banking, payroll, budgeting, financial reporting, Tax, and grant financial management and compliance. The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively. Success Summary Has ability to support programmatic objectives with timely and meaningful financial information is essential. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. Job Description

Purpose / Project Description: Under the BHA program, almost 2650 participants in Herat, 2,650 participants in Kandahar, and 1,500 participants in Balkh province will be identified and registered before distributing MPCA, S&S, and CFW. MCA will hire Enumerators and the Enumerators will be responsible for the registration of these participants in different target locations in Kandahar and Balkh under the BHA program

Objectives: Targeted data collection of identified households who have benefited from assistance in the project target locations..

The Enumerators will be managed by the MEL team. Enumerators are responsible for reporting all field activities to the MEL and Program teams.

The Enumerators will work closely with: After the recruitment process all the Enumerators will be oriented on the required stages of implementation and during the registration process, they are obliged to work closely with MEL and Program teams.

Job Requirement

Responsibilities: Enumerators are responsible for proper and accurate Post Distribution Monitoring (PDM) data collection in Herat. The PDM data collection of HHs will be through the online ONA platform. Other responsibilities are as follows:

  • Adapt and apply information acquired from the orientation session on how to carry out the data collection and report daily work done.
  • Check that the tools and materials necessary to carry out the data collection are sufficient and appropriate.
  • Introduce yourself, explaining who you are and for whom you are working in a manner that facilitates the active participation of individuals.
  • Motivate and obtain the permission of the respondent/ participants (CDC Member, Program Participant, and Government official) for the interview.
  • Conduct the interviews by asking questions clearly and asking all the questions exactly as worded.
  • Probe to clarify unclear answers & and record the responses accurately.
  • Double-check and revise the completed questionnaires at the end for accuracy, consistency, and completion before submitting or uploading them on the data server.
  • Compile, record, and code information derived from specified forms into a predefined COBO system.
  • Represent MCA and the project to stakeholders when required in local languages.
  • Report the work progress daily.
  • Any additional duty or task related to the project work assigned by the reporting line.
