The Finance Officer will oversee the day-to-day financial reporting of the Skateistan Bamyan. The Finance Officer will focus on the preparation of monthly management accounts, annual financial statements and financial reporting to donors. The Finance Officer will also be tasked with developing the improvement and evaluation of internal accounting policies and controls, especially in regards to remote reporting from Skateistan schools. Management of tax and reporting obligations will also be a key responsibility of the position. Along with national and international financial responsibilities, the Finance Officer will also oversee local Human Resource documentation and facility operations on a daily basis.
The Finance Officer position is a 12-month contract paid position beginning May 2021, and includes monthly salary and benefits, with possibility of contract extension.

Job Requirement
Key Responsibilities:
Financial Responsibilities:
- Daily/Weekly bookkeeping including preparation of petty cash vouchers, posting daily entries into Xero, counting and reconciling cash held in safe
- Maintain tidy and logical accounting records for each year. Ensure that receipts are filed according to month and can be located if necessary
- Identify when cash level is low and contacting the Senior Finance Officer beforehand for efficient cash management
- Preparation of monthly accounts
- Preparation of monthly payroll and payroll tax calculations
- Following the approval of expenses according to the Skateistan financial policy
- Identifying tax issues and report to Senior Finance Officer
- Help on the preparation of annual financial statements and year-end work papers for Skateistan Bamyan
- Maintenance and Review of fixed asset schedules and help on preparation of annual depreciation calculations together with the Senior Finance Officer
- Weekly communication with the Senior Finance Officer regarding daily cash counts, cash levels, expense coding, inventory management, fixed asset register, recording of donations in-kind and other accounting issues
- Update Skateistan’s fixed asset register every month
- Update Skateistan’s donated equipment register every time an equipment donation is received and make sure there is a donated equipment agreement for each donation
- Ensure accurate financial record keeping and daily cash management and report any challenges to the management
Human Resource Responsibilities:
- Assist with local payroll – taking daily attendance and tracking holidays and sick days of staff
- Complete local staff reimbursements
- Calculation of monthly withholding tax and completing the withholding tax form, making the tax payment
- Prepare local employee contracts with assistance from the General Manager and record digital and hard copy files
- Maintain up to date staff information and records
- Prepare all new employee documentation for staff
- Maintain records of all Skateistan equipment given to staff/volunteers
- Track employee daily attendance and leave requests and prepare monthly attendance reports for payroll
Operational Responsibilities:
- Oversight of procurement for all areas of operations including, but not limited to: utilities, transportation, maintenance, and programs
- Responsible for transportation costs (fuel, repairs, etc.), vehicle maintenance schedules, and collection of fuel logs from drivers
- Oversight of maintenance of facility – including electricity, plumbing, heat and other basic utilities
- Procurement of skilled labour for tasks that cannot be completed by local staff
- Assist the GM with overseeing security of facility
- Perform government-related tasks for local operations including international visas, delivering reports and documents to ministries, vehicle registration, driving licenses, etc
*The Finance Officer will also be responsible to perform any reasonable task asked by Skateistan management
Skills Required:
Minimum Professional and Academic Qualifications:
- 5 Years experience in Finance, Accounting or Business Administration
Competencies and Knowledge:
- Ability and curiosity to learn new systems and software
- Knowledge of accounting software (Xero preferable but not necessary)
- Good knowledge of excel and Microsoft office, as well as Google Suite
- Good knowledge of internal audit procedures and external audit requirements
- Good knowledge of national tax regulations, particularly pertaining to non-profit entities
- Budgeting experience
- Must be extremely organized, diligent with an eye for detail
- Ability to multitask and prioritize
- Fluent English, written and spoken
- Should enjoy a dynamic and fast moving working environment
- Ability to work with people of different backgrounds, cultures and ages
- Ability to work independently
- Willingness to use professional and personal contacts for on-going advice and mentoring
- A passion for development work
- Willingness to travel for work within Afghanistan
