Job Description

PURPOSE OF POSITION

The Procurement Officer is responsible to oversee and manage the routine procurement activities of the Procurement Unit of Help Main Office and facilitate the data entry of all transactions.

MAJOR RESPONSIBILITIES

% 100 Procurement

  • Prepare procurement plans for planned or new interventions;
  • Develop and implement methodologies and tools to enable effective execution of procurement plans;
  • Monitor, track and expedite Help’s procurement activities;
  • Ensure that all procurement files are accurately maintained; both hard and soft copies.
  • Review Requests for procurement; ensure requests are properly recorded, coordinate purchasing either locally or internationally with the consideration of Help and relevant donor(s) procurement policies.
  • Track the process of purchasing requests from Help staff to ensure timely and accurate completion; provide regular updates to requestors.
  • Locate and identify potential vendors and suppliers both domestically and internationally.
  • Prepare and issue RFQs and RFPs
  • Conduct cost/price, quality and past performance/timeliness review of bids received.
  • Procure high volume commodities and small purchases;
  • Ensure procurement is conducted in compliance with Help’s and relevant donors’ policies.
  • To work with staff members and respond to their requests.
  • Manage vendor relationships, contacts, and pre-qualifications lists;
  • Provide input related to project procurement for financial and other reports;
  • Coaching assistant, mentor and train program staff on procurement policies and procedures;
  • Work with the Compound Officer to prepare property disposition requests and annual inventory reports;
  • Work with operation in event management, travel and Bookings
  • Controlling, log books, inventories and purchasing’s + quality of the materials
  • Making person cash book for daily controls
  • Taking advance and calculating bill and invoices with the finance part of Logistics
  • Accounting for Logistics expenses.
  • Preparing the logistics cash book.
  • Calculation of advances with finance and Logistics Manager
  • Translation of the bill and providing the soft cash book of Logistics
  • Looking after missing or late invoices.
  • Controlling, log books, inventories and purchasing’s + quality of the goods.
  • Provide orientation & refresher training to project staff – particularly the project managers and officers - regarding procurement policies, procedures, internal control and business rules.
  • Other tasks assigned by the supervisor.

Job Requirement

Minimum education, training and experience requirements to qualify for the position:

Minimum education and skills required for this position:

  • B.A in Finance, Accounting, Economics or any other relevant field.
  • Strong understanding of procurement concepts.
  • Highly skilled in MS Office – Excel in particular.
  • Strong oral and written skills in English, Dari / Pashto.

Minimum work experience required for this position:

  • At least 3 years work experience in as Procurement Officer with NGOs
  • Interpersonal, management and conflict resolution skills.
  • Great interpersonal skills.
  • Knowledge of advanced excel.
  • Ability to work in a team environment.

Preferred Skills, Knowledge and Experience:

  • Educational degrees / certificates, skills and experience preferred for this position:
  • Master’s degree in Procurement/ Finance.
  • 5 years of procurement and logistics experience in international NGOs.
