Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Islamic Relief set up our first Afghanistan office in 1999. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.

Job Description

The livelihood project officer works under the direct supervision of the area program coordinator and the technical supervision of the senior education officer and provides overall administrative and technical support to the SAFE project implementation, supervising project staff, liaising with project stakeholders at provincial and community levels, and ensuring proper documentation and reporting systems.

  • Proper implementation of the SAFE project interventions in the field.
  • Provide technical support to the technical department for developing new concepts and proposals.
  • Provision of on-the-job training, technical assistance, and guidance to the project staff consistently.
  • Ensure the proper filling of project documents in a way that can be audited.
  • Provide support to the SHG center’s members and link the products with the market.
  • Develop marketing and job placement plans and lead the teams for proper market engagement.
  • Develop and contribute to the updating of the employer database and informing the project rights holders of any updates.
  • Conduct a market search to identify marketing opportunities and negotiate with employers and entrepreneurs.
  • Contribute to the creation and strengthening of the organization’s relations with entrepreneurs, employers, and other market actors through possible approaches.
  • Conduct meetings with employers and market actors as per the DIP (Detailed Implementation Plan).
  • Conduct meetings and build relations with the Department of Labor and Social Affairs (DoLSA) on all aspects of vocational skills post-graduation and the Directorate of Industry and Commerce for better implementation of the new phase of the SAFE project.
  • Continually seek and research new sources of prospective customers for vocational skills right holders’ productions.
  • Conduct regular monitoring and supervision of livelihood and education activities at the field level.
  • Provide support to self-help groups (SHGs) in particular in the development of SHG’s initiative plans and implementation.
  • Attend exhibitions inside the province and represent the organization.
  • Lead the handover phases of the project interventions to project stakeholders.
  • Regularly report the project progress and challenges, along with suggestions.
  • Keep records of all achievements and challenges for the lesson learned.
  • Develop a quality project report.
  • Develop the success story of the project for donor requirements.
  • Attend staff meetings and serve the committee as required.
  • Attending capacity-building training conducted by IRW-A.
  • Contribute to emergence response projects as assigned by the supervisor.
  • Perform any other tasks as required.

Job Requirement

  • Bachelor’s degree with at least 4 years of experience in a relevant area such as economics, micro entrepreneurship, socioeconomics, and development studies
  • Strong interpersonal and communication skills
  • Strong English-written communication skills
  • Ability to speak, read, and write technical and conversational English.
  • Ability to understand new terminology and concepts easily and to synthesize information from different sources into a coherent project document.
  • Skill in negotiating effectively in sensitive situations.
  • Skill in achieving results through persuading, influencing, and working with others.
  • Skill in facilitating meetings effectively and efficiently and resolving conflicts as they arise.
  • Displays sensitivity and adaptability to different cultures, genders, religions, races, nationalities, and age groups.
  • Good oral communication skills and conflict resolution competency to manage inter-group dynamics and mediate the conflicting interests of varied actors.
  • A good team player is self-starting, has the ability to work under minimum supervision, and maintains good relationships.
