Job Description
Job Purpose
The purpose of this position is to supervise the daily activities of the Cash and Voucher component in all matters related to cash delivery mechanisms in Herat and Ghor provinces. The project Officer will lead the operation of the implementation of this grant. He will do all planning, coordination, procurement committee member and supervise the cash and voucher assistant who will do all the field work with the Cash and Voucher Officer. They will manage relationships and coordination with related authorities and departments at provincial level. Through this grant 2200 HHs will be supported in Pasapand district of Ghor and two districts of Herat.
The Duties and responsibilities may include but not limited to:
- Responsible for overall management of Cash Distribution component which includes implementation and monitoring of activities in the targeted districts of Herat.
- Assist in post cash distribution data collection process; supervise its implementation; organize data entry in KOBO; ensure the high quality of the data at all stages of the progression; process data and produce reports;
- Monitor cooperating partners and financial service provider compliance with programme guidelines;
- Maintain records on programme activities, including project committees, budgets and other documentation; provide information for project briefs, and other related purposes; and ensure project cycle deadlines are met;
- Be responsible for the daily liaison with the financial service provider and administration of the cash transfer process to beneficiaries with respect to the signed agreements and policies of donor.
- Develop daily, weekly and monthly cash distribution reports.
- Assist Senior Project Manager in all matters related to the delivery of cash distribution and bring to the manager any administrative constraints arising from situations in the field;
- Maintain beneficiary and post cash distribution databases, and the checklist developed by MEAL.
- Liaise with beneficiaries and government authority in provincial level and undertake visits to view project outputs and beneficiaries, inspect cash withdrawal points;
- Ensure compliance with policies, criteria and procedures with respect to Cash and Vouchers;
- Assist emergency response manager in all matters related to cash delivery mechanisms; bring to the attention any administrative constraints arising during the process of cash transfer
- Provide inputs for the periodic and final reports, briefs and other updates;
- Draft statistical reports related to cash and vouchers;

Person Specification
War Child in Afghanistan operates in a dynamic environment with a team of highly motivated and dedicated staff. The right candidate will share these qualities and bring effective leadership to a diverse team. The position requires strong relationship management and coordination skills, experience in humanitarian programming and protracted emergencies, supporting partners in a remote setting, a good knowledge of the challenges of operating in cross border environment, and experience with capacity assessment and capacity building.
Experience and mandatory criteria:
- Have a bachelor's degree in relevant fields, preferably in economics.
- 3-4 years’ relevant experience in cash distribution projects preferably with International Organizations
- Experience of working with the communities and the stakeholders in Herat.
- Experience in working with Children and vulnerable families
- Have enough child protection knowledge
- Excellent Computer Skill
- Excellent English Language Skills
- Excellent Communication, coordination, Negotiation skills
- Good report writing and presentation skills
