About CRS: CRS began direct operations in Afghanistan in early 2002. CRS maintains five main offices throughout the country: Kabul, Herat, Ghor, Daykundi and Bamiyan, with sub-offices in all of these provinces. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. CRS works to support: People, especially girls and women from marginalized communities, gain basic education. Poor rural and peri-urban households to have increased livelihood security. Vulnerable communities to survive shocks without long-term negative impact on their livelihoods. CRS will launch the Fostering Resilience through Multi-Sector Emergency Support II (FRAMES II) project to address the needs of vulnerable households struggling to cope with the economic impacts of the more recent drought conditions across much of the country and the COVID-19 pandemic. The project will support immediate household needs with food assistance during the lean season and livelihood support in the form of seed and fodder distributions. The 16-month project will also focus on food assistance, agriculture and water, sanitation, and hygiene (WASH) activities that will support communities through improved agriculture practices and rehabilitation of critical WASH infrastructure for improved access to safe water. Additionally, the project will feature a hygiene promotion component that emphasizes behavior change related to water treatment and storage, as well as household hygiene practices. The project will support communities through participatory approaches to implement small and community driven infrastructure projects that rehabilitate water sources and facilitate access to safe drinking water. CRS is currently looking for a Field Officer to supervise and monitor agriculture trainings, sanitation and hygiene promotion, and food assistance activities. Brief on CRS Programs at Daykundi: CRS carries out development and emergency relief efforts in Daykundi province with a focus on rural livelihoods and education through diverse programs including community-based education (CBE), accelerated learning programs (ALP), natural resource management, increased agricultural production and agro-enterprise development. CRS emphasizes women’s empowerment and strengthening the resilience of vulnerable households through a strategic framework called integral human development.

Job Description

CRS is seeking a qualified Field Assistants (FA) in Daikundi province to implement day-to-day activities for the 16 -month Fostering Resilience in Afghanistan through Multi- Sector Emergency Support II (FRAMES II) project. FRAMES II aims to enhance the resilience of vulnerable populations through a combination of trainings on improved practices for agricultural and livestock productivity. In addition, FRAMES II activities will include the rehabilitation of water sources alongside sanitation and hygiene promotion activities.  Under the supervision of a Field Officer (FO), the FA will be expected to deliver high-quality learning events on best water storage, treatment, hygiene and sanitation practices, and improved agricultural production.  The FAs will also establish and maintain relationships with beneficiary communities, work closely with Community elders and Shuras members, and support the FO and Monitoring, Evaluation, Accountability, and Learning (MEAL) Project Officer to monitor project progress.  Under guidance from the Field Officer (FO) and the (MEAL) Project Officer, the FAs will collect and document relevant project data and information for internal and external reporting purposes.

Roles and Key Responsibilities

Support to Project Implementation

  • Deliver high-quality community trainings on selected agriculture and hygiene promotion techniques.
  • Work closely with village Shuras and community leaders to organize trainings and project activities.
  • Conduct frequent in-person and remote monitoring visits in target villages.
  • Record relevant information from monitoring activities (including information from field visits, pre- and post-test results from trainings, and any informal feedback from target communities
  • Participate in staff trainings on new technical skills.

Support to Project Monitoring, Evaluation, Accountability, and Learning (MEAL)  

  • Collect project monitoring data including but not limited to farmer feedback sessions, observation forms, attendance sheets, and activity tracking.
  • Utilize multiple methods to collect quantitative and qualitative data.
  • Participate in project learning and reflection events.

Teamwork and Relationships

  • Develop and maintain positive relationships with project participants, community leaders, and other community members.
  • Develop and maintain positive relationships with the project team and other CRS colleagues.

Job Requirement

  • Afghan national with a high school diploma.
  • Minimum of 1 year related work experience with a NGO ideally in the field of agriculture and WASH in an INGO.

Required Languages – Fluent Dari speaking and writing.

Travel - The positions will be based Daikundi Province– Nili and Sange Takht district with frequent travel to project communities. 

Supervisory Responsibilities: None 

Key Working Relationships:  

Internal: Daikundi Senior Project Officer, MEAL officer, Program Manager (PM), MEAL Officer, MEAL Assistant, WASH and Agriculture Technical Advisors.

External: Project Participants, Community Leaders and other Community Members, Government Agencies, and other NGOs.

Knowledge, Skills, and Abilities

  • Proven skills in facilitating community trainings, community mobilization, conducting needs assessments, data collection, and writing activity reports of project activities.
  • Excellent Dari speaking, reading, and writing skills.
  • Proactive, results-oriented, and service-oriented.
  • Excellent communication and good judgment with regards to problem solving.
  • Strong sensitivity and respect for local cultures.
  • Professional manner in dealing with community members and co-workers.
  • Strong listening and interpersonal skills
  • Willingness to be based in project district and work in field locations, as assigned.

Preferred Qualifications

  • Knowledge of agricultural livelihoods a plus.
  • Experience working in rural communities preferred.
  • Experience monitoring projects and collecting relevant data.
