Job Description

Job Summary

The CREATE Project Officer will report and work under the direct supervision of the Orphan and Child Welfare Coordinator (OCW). He, she will also liaise with the OSP team at the provincial level to ensure technical soundness and compliance of the project document with all its requirements. The project officer will work with orphan families, youth and communities to deliver the project outputs. 

Duties & Responsibilities

  • Lead, guide, and supervise the work of CREATE project in Kabul province and ensure implementation of all activities as per the project implementation plan. 
  • Provide support to the OSP coordinator for smooth running of CREATE project activities in the concerned province.
  • Facilitating in steering of different training in youth development and employability skills.
  • Coordination with relevant government departments (MOLSA, Ministry of in Industry and MRRD) and others if needed.
  • To link 45 young Afghan men and women to national / international non-government organizations, government agencies, and private sector through paid internships and placements.
  • Providing support to enhance community interaction through access to grants by community-based organizations for communal initiatives.
  • Assessment and Identification of 40 vulnerable families for livelihood and entrepreneurship development in Kabul province.
  • Provide technical support and mentoring to orphan families in preparing business plans for entrepreneurship development.
  • Organizing the 40 families into Self-Help Groups (SHGs) with 15 to 20 members per group depending on their location.
  • Provision of technical consultations to orphan families to enhance their daily income through project intervention.
  • Undertake a market assessment to identify opportunities for high value products in CREATE project.
  • Establishment of linkages between the selected families in CREATE project and creating clusters of relevant businesses.
  • Providing inputs for case studies for program visibility.
  • Perform any other duties as required by the line manager.

 

Expected Results:

  • Lead the CREATE project interventions in the targeted areas.
  • Mapping and Assessment report of existing livelihood assistance, and socio-economic aspects,
  • Research on the identification of recommended livelihood adaptation measures and proposed delivery mechanism for such measures that can be introduced through the project.
  • Facilitation consultations and dialogue to formalize partnership agreements and contributions to project implementation.

  • Excellent English written communication skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports.
  • Ability to speak, read and write technical and conversational English.
  • Ability to understand new terminology and concepts easily and to synthesize information from different sources into a coherent project document.
  • Skill in negotiating effectively in sensitive situations.
  • Skill in achieving results through persuading, influencing, and working with communities and government authorities.
  • Skill in facilitating meetings effectively and efficiently and resolving conflicts as they arise.
  • Displays sensitivity and adaptability to different cultures, genders, religions, races, nationalities, and age groups.
  • Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.

Job Requirement

Education:

Bachelor’s Degree in BBA, finance, or economics faculty. A master’s degree in the mentioned disciplines will be preferred.

Experience and Skills Required:

  • Bachelor’s degree with at least 2-3 years of relevant experience
  • Proven experience in conducting need assessments, feasibility studies, and analysis of entrepreneurship development  and livelihood-related options/activities.
  • Experience in collecting and analyzing data for designing new projects.

Language Requirement:

  • Fluency in Pashto, Dari, and English is required.

Computer Skills:

  • Good working knowledge of computer applications (MS Office,  outlook, internet etc)
