About Help – Hilfe zur Selbsthilfe, Afghanistan: “Help – help for self-help” is a German non-governmental charity-organization duly registered with the courts of law in Germany and in several host countries, such as Afghanistan. Help was founded in 1981 by concerned Members of Parliament of all parties represented in the German Parliament. We started providing humanitarian assistance for Afghan refugees in Pakistan, and soon extended to development-oriented activities. We provide aid and development-support regardless of race, creed or nationality. Priorities are set on the basis of need and upon the request from partners and vulnerable communities to cooperate fairly and transparently. Over the past 38 years, Help has extended to worldwide operations. We are engaged both in emergency- and in development-programs. Whenever possible, we link emergency-aid with assistance for self-help. It is our aim to encourage the efforts of communities affected by disasters and political upheaval, while strengthening their capability to improve their living conditions and long-term perspectives. In Afghanistan, one of the major programs of Help is TVET & Employment Facilitation. Typically, we offer high-standard and long term (6 months) vocational training in marketable skills; provide employment services through the Employment and Entrepreneurship Services Centre / EESC and build up the capacity of communities and relevant staff in sectorial government departments and local NGO/Association partners.

Job Description

Job purpose:

The Senior Program Officer / SPO will report directly to the Program Manager / Deputy Country Director. S/he will be responsible for acquiring and managing grants, maintaining relations with donor, reporting and ensuring quality of the project implementation. This SPO will also ensure donor compliance, meeting deadlines and will do the external engagement with respective stakeholders related to Program.

 

MAJOR RESPONSIBILITIES

I. Grants Acquisition

  • Seek and identify new funding opportunities and provide initial assessment on Go and No-Go decision.
  • Attend all meetings for new CfPs announced by different donors.
  • Draft concept notes, proposals, logframes and budgets to donors in cooperation with the Program Manager, Finance and Procurement staff as well as Help’s CD and RD.
  • Preposition for grants with a possibility of winning and facilitate the procurement and recruitment process with other Support Departments.

II.  Grants Management

  • Provide regular feedback to the Project Managers on the project progress with regards to burn rate as well as unachieved indicators
  • Cooperate with the Reporting Officer and provide weekly, monthly, quarterly, mid-term and final reports to the donor as per reporting requirements of the donors.
  • Provide programmatic information about all Help’s projects to the Media and Visibility Department and contribute to drafting Help’s Annual Report and Overviews.
  • Proofread and finalize success stories, photo essays and share them with respective donors. 
  • Update Help’s Project Management Dashboard on regular basis.
  • Update Help’s Project Implementation Online System – Freedcamp – on weekly basis.

III. Donor Compliance and Meeting Deadlines

  • Ensure donor compliance with  regards to project implementation, budget expenditures, reporting as per set criteria.
  • Ensure that project managers adhere to Help’s Procurement, HR, Finance, Safety & Security and MEAL policies.
  • Timely sharing of the drafted CNs, proposals, budgets and project narrative, financial & MEAL reports to Help’s Regional Office for quality check and feedback.
  • In cooperation with the MEAL Unit, take necessary actions and instruct the Project Managers on the points for improvement.
  • Incorporate humanitarian principles and standards in the project design and implementation.

IV. External Engagement

  • Establish and maintain strong relationships with donors, partners and the regional and HQ offices.
  • Lead partner selection in cooperation of other Support Departments for new funding opportunities.
  • Attend meetings with all Help’s stakeholders and share the relevant information with the Senior Management Team of Help in Afghanistan

V. Other Tasks

  • Follow safety and security policies.
  • Promote teamwork and team spirit.  
  • Adhere to Help’s Code of Conduct, Child Protection, IT, and other relevant policies. 
  • Keep Help’s information confidential.
  • Perform other tasks assigned by the supervisor.

Job Requirement

Minimum education and skills required for this position:

  • B.A. in Economics, Management, Engineering or any other related field is required.
  •  Strong leadership, analytical and organizational skills; demonstrated ability to work both independently and within a team, assess priorities, and manage multiple activities with attention to detail, meeting tight deadlines under pressure.
  • Excellent problem-solving capacity, with demonstrated ability for considerable analysis and sound judgment to find solutions in a complex environment with shifting and competing priorities.
  • Excellent cross-cultural communication (both oral and written) and interpersonal skills demonstrated by the ability to interact professionally with culturally and linguistically diverse staff, stakeholders, clients and consultants
  • Strong understanding of Program requirements.
  • Highly skilled in MS Office – Excel in particular.
  • Strong oral and written skills in English, Dari / Pashto

Minimum work experience required for this position:

  • At least 3 years of work experience as a Program Officer / Program Manager with international NGOs.
  • Interpersonal, management and conflict resolution skills.
  • Strong negotiations and networking skills.
  • Good knowledge of donors such as UNICEF, PATRIP, ADH, EU & EC.
  • Strong in decision-making and working with numbers.
  • Experienced in collecting and analyzing data.

Preferred Skills, Knowledge and Experience:

  • Master’s degree in Economics, Management, Engineering or any other related field
  • Professional certification of grant-related training
  • Understanding of gender programming
  • Communication skills and knowledge of local communities.

Work Environment

  • The position is based in Herat with regular travels to project sites and occasional travel for liaison and coordination purposes with relevant Ministries in Kabul. The successful candidate will receive a comprehensive orientation to the role and operating environment.
