Job Description

Background Information - Job-specific

The PMEAL Officer delivers M&E support for HA projects in Daikundi province, Afghanistan. This position in Daikundi province is crucial in supporting the PMEAL Department, Humanitarian Programme Managers/Winterization project manager, and the Provincial project team. The officer's primary focus is establishing, operating, and optimizing an efficient PMEAL system for the project.

Furthermore, he will ensure learning and incorporating best practices into the programs/projects planning process and provide technical/PMEAL support to HA program/projects’ staff to monitor and implement their program/projects effectively and smoothly in the targeted province of Afghanistan and others as required. 

Functional Responsibilities

The PMEAL Officer will operate under direct supervision from the PMEAL head of the unit, based in Kabul province, while maintaining a matrix reporting line to the Kabul HA program manager/Winterization project manager. In this role, the officer will offer comprehensive technical and PMEAL support to the targeted provinces, with a specific focus on aiding the Humanitarian program and project teams in Daikundi province.

He will maintain effective coordination within COA and Kabul PMEAL Department to ensure timely and correct measurement of results, outcomes, and impacts, including close monitor the implementation process of projects and facilitating learning towards continuous improvements in the delivery of the projects/programme. He would also facilitate a systematic approach towards continuous knowledge generation and share learning.

Program Planning and Management

  • Support the Humanitarian Programme Manager/Winterization project manager and work with the Provincial Field staff and IP staff in providing PMEAL support during project planning and implementation, ensuring process monitoring from the entire HA and other program activities in the targeted provinces.
  • Contribute to an Operational plan for Cordaid’s programs and projects to ensure necessary planning and implementation take place smoothly and efficiently at the provincial level.
  • Assist/support the HA program manager/ Winterization project manager and other staff in translating the Cordaid Programme objectives into specific results in designated program areas.
  • Conduct timely monitoring of programs and projects to ensure correct measurement of results, outcomes, and impacts and to facilitate learning towards continuous improvements in the delivery of programs and projects.
  • Prepare fact-based messages and quality material, particularly the collection of success stories/case studies that reflect the smooth implementation of activities in the targeted provinces.
  • In close coordination with the head of the PMEAL unit, supervise/monitor local partners that enable quality, results from orientation, and integrity in delivering projects and programs through contractual arrangements with local partners.
  • Identify and inform the PMEAL and Programme teams of successes, challenges, and lessons learned.
  • Contribute to planning, conducting, and responding to Cordaid performance evaluation reviews and surveys.

Result-Based Monitoring/Implementation of Programmes/Projects

  • Undertake regular field visits to gather information on results related to activities ensuring that all relevant data from the project implementation areas are captured, documented, and reported in a timely and results-based manner.
  • Analyze PMEAL data and produce reports with proper statistical analysis and presentation (charts, tables, histograms, box plots) as necessary in a timely manner.
  • Work closely with the PMEAL head of unit and Operations/Programmes colleagues in ensuring efficient and effective implementation and monitoring of programs/projects are managed.
  • Ensure that PMEAL findings are reflected and their recommendations are incorporated in the next quarter's activities and implementation plans.
  • Develop and oversee the implementation of appropriate data collection and analysis instruments, methodologies (e.g. survey questionnaires, focus group discussions, key-informant interviews), and data/information dissemination/utilization plans.
  • Ensure the effective functioning and implementation of the beneficiary Compliant/Feedback and Response Mechanism (CFRM) in the targeted provinces.
  • Build capacity and understanding among Cordaid staff, partners, and contractors on beneficiary accountability and CFRM.

 Knowledge and Lesson Learning Management

  • Contribute to proactive dissemination and use of knowledge/lessons learned that are gained through PMEAL activities among teams and the PMEAL head of unit.
  • Organize and facilitate learning events in order to capture best practices and lessons learned when a project closes or as and when required.
  • Ensure timely information on progress and results is available by compiling, organizing, analyzing, monitoring, and preparing data for situation reports, fact sheets, donor reports, briefing notes, and other reporting and communications products, including pictures and videos.
  • Document and share lessons learned and best practices timely and ensured that the knowledge gained contributes to the improvement of project results and effectiveness.
  • Support project implementation by providing timely information about project successes to be scaled up as well as challenges to allow course correction’ throughout the life of the program.

Undertake other duties as may be assigned by the PMEAL head of unit.

Job Requirement

Education/Experience/Language requirements

  • University Bachelor’s degree (Economics, Commerce, Business, and Social Sciences).
  • Experience working with Humanitarian Aid, particularly in the Central Regions.
  • Knowledge of project cycle management, logical framework approach and etc.
  • Knowledge of experience with PMEAL activities and participatory monitoring approaches.
  • At least 3 years of experience that combines strategic, managerial, and technical leadership in the area of planning, monitoring, evaluation, accountability, and/or learning.
  • Strong communication skills for effectively working with stakeholders and co-workers.
  • Good capacity-building and management skills, including financial management, communications, and intercultural cooperation skills
  • Good knowledge of statistical analysis programmes and KoBo platform.
  • A networker, diplomatic and results-oriented, with the ability to work under stressful and time-bound project conditions.
  • Flexible and capable of working in a stressful context.
  • Prior knowledge of the provinces is an asset
  • Good oral and written communication skills in the English language.
  • Good oral and written communication skills in Pashto or Dari language.
