Tdh has been working in Afghanistan since 1995 and carries out projects related to Child Protection, Access to Justice, Mother, and Child Health, and Livelihood Programs in Kabul, Herat, Nangarhar, and Kandahar provinces.

Job Description

Job Summary

The Finance Assistant will be responsible for producing accounting documents, Preparing Journal entries in Cash books for final interface in SAGA, Tax remittance to government authorities for Kabul and field offices, and preparing the reports, filing, scanning, and archiving of Financial documents for Kabul Main office and Projects.

Duties & Responsibilities

Financial management:

  • Prepare accounting documents (payment/ receipt vouchers etc.)
  • Check the monthly financial reports (hard and soft copies) of Tdh programs in Afghanistan and provide the required feedback.
  • Cross-check payroll sheets, extra duties, and other bonuses for the staff every month after receiving them from the HR and CP Manager (for accuracy and donor funding details).
  • Assist in external financial audits, and prepare the information, files, and necessary documents required by the auditors.
  • Ensure the payment of taxes to the Government of Afghanistan on time and per deadlines given by the Ministry of Finance for INGOs (mainly salary + supplier + rental taxes).
  • Scanning of the cash inventories, bank statements, and other finance-related documents every month.
  • Keep all the finance-related file boxes systematically, including Expense files, contract files, tax files, donor contracts, and all financial documents files.
  • Archive all the finance documents after the annual closing and audit in a proper place for future audits in an easily accessible method.
  • Assist in managing external, internal, and government audits and provide the necessary files to auditors after review and approval of the Finance coordinator.

Budget management:           

  • Assist finance coordinator in drafting forecasts, budget follow-ups

Internal control:

  • Review procedures for the expenditure commitment and identify any shortfalls for review by the Finance Coordinator/ Finance Officer.
  • Ensure the supporting documents are valid and adequate, and report any missing documents to the Finance coordinator/ Finance Officer
  • Keeping updated lists of all distributions to the beneficiaries (such as medicines and kits) and ensuring that support documents for beneficiary distributions are attached to the expenditure files.
  • Field visits to review financial documents, procedures, and files in Tdh Afghanistan project sites.

Accounting:               

  • Prepare the primary cash book in Excel and ensure to attach the original support documents (bills and invoices etc.).
  • Assisting Finance coordinator/ Finance officer in the follow-up of accountancy monthly for Tdh Projects; partners and main office
  • Prepare vouchers from the system for Kabul Delegation and project sites and cross-check the support documents.

Cash management:

  • Managing the Main office petty cash
  • Managing LOG advances and clearance every week
  • Follow up on Payments with MSP with support from the Finance officer/ coordinator
  • Ensure to make the cash payments, advances, and supplier invoices promptly as per the Finance department cash disbursement schedules.
  • Currency exchange from USD to AFA for office expenditure/ transfer of cash to the office from the bank with close supervision and coordination of the Finance coordinator and Finance Manager
  • Prepare the monthly staff salary transfer documents in Bank formats and ensure to transfer of the staff salaries promptly and as per Tdh financial regulations.

Taxation:    

  • Prepare monthly Tax forms for MTO and submit them to the bank for process
  • Visit MTO and other relevant offices for tax clearance, cashing, Izharnama submission, etc.
  • Prepare monthly Tax transfer forms for MTO
  • prepare and submit the Annual tax return Izharnama to the MTO dept and follow the clearance process

Job Requirement

  • Bachelor’s degree in Finance, Economics, BBA, management, or relevant subject.
  • At least 3 years prior experience in the Finance field
  • Excellent written and speaking Dari & Pashto, with good knowledge of correspondences and formal letters.
  • Fluency in oral and written English communication, good representation, liaising, and negotiation skills.
  • Must have good report-writing skills and be able to provide accurate reports on a monthly basis
  • Computer literacy and familiarity with Microsoft Office (Word, PowerPoint presentations, and Excel spreadsheets.
  • Sense of responsibility and high motivation and commitment.
  • Ability to work under pressure and ensure quality work with tight deadlines,
  • Self-organizer and self-starter.
  • Oriented results and capability to take initiative,
  • Dynamic and flexible.
  • Organized and efficient in daily tasks.
