About DAI/Afghanistan Value Chains Program (AVCP): Afghanistan Value Chains Program (AVCP), a USAID-funded program implemented by DAI Global, LLC (DAI), supports the expansion of sustainable agriculture-led economic growth across Afghanistan. AVCP achieves this goal through the support of anchor firms in the livestock and crops value chains. AVCP partners with and supports anchor firms through a market systems development approach, implemented through ‘Deal Notes’ which are co-designed agreements that respond to critical constraints while driving project outcomes. In implementing Deal Notes, AVCP works almost exclusively with agribusinesses and key value chain stakeholders to increase sales, investment, and productivity, among other key indicators. The growth of the anchor firms promotes the efficiency, profitability, and strengthening of the value chains with a direct and positive impact on rural economies, households, and livelihoods. The AVCP focuses its interventions on key value chain leverage points, such as input suppliers or traders linked to large wholesalers, processors, and farmer associations. In doing so, AVCP will accomplish the following fundamental sub-purposes: Sub-Purpose 1: Increased Productivity and Stability of Value Chains Sub-Purpose 2: Improved Commercial Viability and Operational Efficiency of Agribusinesses Sub-Purpose 3: Engage Afghan Women in Agriculture Sub-Purpose 4: Climate Change Mitigation and Resiliency Strengthened.
Job Description
The Regional Director will serve as both the senior portfolio manager and as an operations, finance, MEL, and reporting facilitator. He/she will assist AVCP with identifying regional anchor firms capable of receiving and implementing Deal Notes in line with the market systems approach. He/she will monitor the firms’ progress against clear benchmarks and help the COP, DCOP - Technical, and Value Chain Director determine if the businesses are succeeding or failing fast. In addition, then Regional Director will ensure that women and youth employment is considered when identifying anchor firms.
Objectives and Duties:
- Oversee and facilitate program delivery within assigned region.
- Support gender mainstreaming efforts at regional and municipal levels.
- Supervise regional Portfolio Managers and operations/finance staff.
- Serve as a senior portfolio manager if needed to supplement the Portfolio Managers work.
- Monitor regional activities, progress, problems, and constraints for reporting to DCOP.
- Ensure regional compliance with DAI and USAID rules and policies.
- Contribute to project activities, planning, reports, and deliverables.
- Coordinate AVCP activities with relevant stakeholders to avoid duplications.
Job Requirement
- Master’s degree with 7 years of relevant experience, bachelor’s degree with 10 years of relevant experience implementing donor projects, preferably in the livestock and Crops and firm assistance fields.
- Knowledge of and/or willingness to learn more about gender and youth inclusion best practices.
- Previous work experience with agribusiness and livestock value chains and Crops value chains
- Experience with Business development services and HACAP ISO certification process.
- Overseeing MEL, reporting, and ops/finance personnel; ability to write progress reports.
- Fluency in English and relevant regional languages
