Job Description

Job overview:

The Design Engineer is responsible for the planning, designing and implementation of construction & Water Supply projects in the Herat, Farah, Badghis and Ghor provinces of Afghanistan to ensure access to portable water. An important component of this role is developing the technical data packages for all facilities specially water supply networks through computer Aided design software’s, basically the design packages include (Technical drawing, architectural drawings, technical specifications and BoQs). Working in close collaboration with the city corporations, AUWSSC’s & other relevant authorities in the city, the role will ensure effective and efficient design and management of UNHCR CONSTRUCTION projects. The Design Engineer will ensure adequate supervision of construction and water supply interventions and provide reports and feedbacks to WAW and UNHCR technical units accordingly. He will maintain a professional working relationship with all relevant actors in order to ensure efficient delivery of the construction projects, Design engineer is responsible for leading the implementation and monitoring of all water supply projects.

 

Duties & Responsibilities

Assessment

  • Conduct field visits to the proposed areas to identify CONSTRUCTION and water supply infrastructure needs.
  • Compile Assessment reports and work plan for the technical assessment of the proposed activities. To conduct need assessment for all CONSTRUCTION and water supply – infrastructure needs in targeted areas.
  • In collaboration with community elders and relevant sectors, participate in selection of targeted communities and ensure registration of beneficiaries for all CONSTRUCTION and water supply infrastructure (water supply system etc.) in targeted areas.
  • To conduct technical assessment and feasibility survey for all CONSTRUCTION and water supply infrastructure in targeted area.
  • Prepare concept note with clearly indicating needs, feasibility of project, resources needed and the anticipated impact of the project.

 

Program Implementation and Main Responsibilities

  • Preparation of design package (drawings, BoQs and technical specifications) for the construction and rehabilitation of all CONSTRUCTION related projects and specially water supply networks.
  • Closely Work with stakeholders and implementing partners to develop CONSTRUCTION and water supply projects design packages and plans.
  • Work in partnership with service providers and city authorities to design CONSTRUCTION facilities or rehabilitate water networks.
  • Take part in situational analysis of program areas, field survey and collection of baseline surveys and in the design procedures.
  • Execute implementation of all CONSTRUCTION projects and Water Supply activities as per implementation plan, drawings, BoQs and technical specifications.
  • Develop all necessary monitoring checklists and supervision tools used for construction/rehabilitation projects related to CONSTRUCTION and present them to provincial engineers.
  • Monitor and supervise CONSTRUCTION and Water supply activities in order to ensure effective implementation of the CONSTRUCTION and water supply activities.
  • Check the quality of the materials provided by the construction company and make sure all materials are new and free of defects and in good condition and the final product, materials and construction meet the minimum standards as described in the subcontract documents and technical specifications.
  • Supervise the implementation of the service improvements, including oversight of contractors and updating design drawing as per field requirements
  • Pay regular field visits to program areas to observe progress, compliance of design work specifications and quality of the work.
  • Ensure community participation in all construction projects and water supply infrastructure activities.
  • Regular visits to field areas are necessary to supervise all construction and water supply infrastructure activities and ensure the quality of all construction and water supply infrastructure.
  • Conducting water quality analysis in the field locations and updating water quality reports.

 

Monitoring, Evaluation, Accountability, and Learning:

  • Ensure that construction and water supply infrastructure construction and rehabilitation works are carried out according to drawings, BOQs, and quality standards established by WAW through quality checklists.
  • Weekly reporting of data is necessary in order to follow up on the standard project and strategic indicators (number of beneficiaries, number and type of activities completed).
  • Preparation of weekly, bi-weekly, monthly, and field visit reports and share with line manager in a timely manner.
  • Ensure proper record-keeping for all construction and water supply infrastructure activities in hard and soft forms.
  • Coordinate construction and water supply construction activities with other sectors of WAW, e.g., CWSD, health nutrition and protection, operation, and finance, in order to integrate activities in the same geographical area and for the same beneficiaries.
  • Coordinate construction and water supply project activities with other local actors (governmental and non-governmental sectors).
  • To perform any other work-related tasks as assigned by the line manager.
  • Actively participate in weekly management and team meetings.
  • Ensure program integration between construction and engineering teams and other sectors throughout the planning, design, and implementation stages to create synergy effects.
  • Listen to the voice and the suggestions of the community, and provide technical guidance and support feedback to provide a better understanding between WAW and the community.
  • Ensure a safe working environment for all people involved in project implementation.
  • Follow all WAW protocols and regulations according to guidance provided by the direct supervisor.

Job Requirement

  • A master's degree in water supply is preferred, and a bachelor’s degree in water supply/Civil engineering with 5 years of experience in the field of construction is also applicable.
  • Experience of a minimum of 2 years for a master’s and 5 years for a bachelor's in the relevant field of construction and water supply infrastructure construction designs.
  • Excellent in the use of relevant construction and water supply engineering software programs such as EPANET, WaterCAD, and WaterGEMS, including AutoCAD and civil 3D, and advanced MS Office skills. (Capabilities of software design for water supply networks are most important.)  
  • Full knowledge of water supply network components and water gems software for designing the projects.
  • Stronger skills in analysis and problem solving.
  • Ability to work in a team environment.
  • Ability to travel to all districts of, Herat, Farah, Badghis and Ghor provinces (where needed).
  • Ability and willingness to travel frequently.
  • Ability to carry out effective technical and feasibility studies, as well as site investigation.
  • Ability to effectively monitor and drive project activities.
  • Ability to perform calculation, dominating, and control of concrete and metallic construction.
  • Profound ability to carry out safety analysis, stability, and quality control.
  • Ability to effectively work with professionals from other fields, including subcontractors and architects.
  • Time management, organization, decision-making ability, and leadership skills.
  • Ability to communicate in Pashto, Dari, and English languages.
  • Strong communication skills in English, including verbal and written.
  • Creativity and critical thinking.
