Job Description
Finance:
- Make sure all HSESO policies and contractual obligations are applied in all aspects of the project including all project-relevant transactions.
- Make sure that all HSESO Financial Resources are used in an appropriate and professional manner.
- To work in coordination with Technical Manager and for preparation of the project phased budget.
- Make sure the daily transaction of the project including cash and bank transactions are fully supported by required supportive documents as per HSESO and contract requirements and recorded in the cash book or bank book of the related account and vouchers are made on a daily basis.
- To check the codification, budget availability, authorizations, and required supportive documents for any financial expenses for purchase.
- Make sure that all supportive documents are signed and stamped on time by relevant staff of the project on daily basis.
- Carefully understand/ learn HSESO Financial Policy, procedures, threshold and HSESO Chart of Account and pass it over to all Administration relevant Staffs.
- Make sure the physical cash is properly managed on a daily base.
- Be careful that the TAX amount is deducted from the salaries, purchases, Vehicle rent and office rent considering Afghan Income tax Law and reported to Kabul on Time for the payment.
Administration/HR:
- To make sure all Provincial staff has got a file with the required documents considering HSESO HR Policy.
- To make sure that all staff are respecting HSESO HR and PSEA policies & other HSESO regulations.
- To make sure office-required records are maintained in a professional manner in admin and finance departments.
- To make sure Salaries are prepared on time and tax deduction is made considering Afghan Income tax law.
- Draft and prepare any letter going out the HSESO to the line departments and keep a record of numbering the letters.
- Arrange the SOW together with technical and operational departments of HESO, announce the positions, arrange the long and short-lists and be a part of the interviews.
- Draft the employment contracts and submit them to the HESO director signature.
- Announce the required positions through proper channels.
- Any other related tasks.
Job Requirement
Education:
- Bachelor’s degree in Business Administration or finance management is required.
Experience:
- Minimum 5 years of work experience in finance management, financial audit and familiarity with finance software (Quick books) working in a UN-funded program is preferred.
- Work Experience with National and International NGOs.
- Fluency and written skills of Pashto , Dari and English languages is required
