About Islamic Releif worldwide Afghanistan: Islamic Relief Worldwide (IRW) is an international, non-profitable, non-governmental humanitarian relief organization with its head quarter in Birmingham, UK. It enjoys consultative status with the Economic and Social Council of the United Nations and is a signatory to the Code of Conduct for International Red Cross and red Crescent Moments and NGOs in Disaster Relief. Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Islamic Relief set up our first Afghanistan office in 1999. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.
Job Description
Under supervision of Country Finance Manager maintain financial systems and controls to ensure the efficiency, integrity and transparency of the office and sub-office operations in accordance with IR guidelines, national legal requirements, and internationally accepted accounting standards. Also, ensure that all IR offices in the country use and comply with IR guidelines and national legal legislations and Health &Safety regulations. Must have experience of working with an international organization and working knowledge of due diligence and compliance with donor regulations.
KEY WORKING RELATIONSHIPS
· Has regular contact with Country Program team and regional team for financial compliance.
· Actively support finance team in day-to-day tasks and smooth operation, responding to queries related to finance and supporting other staff’s departments in financial related issues.
Scope of the Role:
Reporting to the Country Finance Manger, the Finance Coordinator has overall management responsibility for IRW’s finance in the country of posting to maintain financial systems and controls to ensure the efficiency, integrity and transparency of the office and sub-office operations in accordance with IR guidelines, national legal. The post holder line manages finance related staff.
Responsibility for Resources:
Reporting to the Country Finance Manager, the FC has responsibility for the management of the country finance team. The post holder will be managing, overseeing and providing quality assurance for all country office financial operations.
KEY ACCOUNTABILITIES
1. FINANCE MANAGMENT AND CONTROLS
· Maintain financial systems and controls to ensure the efficiency, integrity and transparency of the office and sub-office operations in accordance with IR guidelines, national legal requirements and internationally accepted accounting standards.
· Ensure all accounting records and supporting documentation for all financial transactions are maintained in a systematic order and in a safe and secure condition under the custody of the organisation.
· Ability to work on Microsoft Dynamics AX ERP systems.
· Provide IR with complete, accurate and timely financial reports, including institutional donor reports where required for all projects implemented in the country, in the required formats.
· Maintain accurate and effective financial controls on all transactions incurred by the office and sub-offices as part of project implementation and other related costs.
· Maintain effective control over cash and bank (ensure that cash in hand and bank reconcile with accounting records). Ensure that the office and sub-office funds are well managed and that adequate funds are available to meet the organisation’s responsibility.
· Provide quarterly and where required monthly financial reports to the IR finance department.
· Assist and support the Programme Managers and Country Director in ensuring that field expenditures meet IR and institutional donor requirements and remain within the approved plans and budgets.
· Assist and support the Programme Managers and Country Director in the preparation of budgets for project proposals and annual field office budgets.
· Ensure the effective and efficient working of budgetary, accounting, reporting and internal control systems for the field and all sub-offices.
· Liaise with external auditors, government departments, banks regularly.
· Manage and undertake local internal audits of the field and sub-offices including implemented projects.
· Maintains current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements.
· Support and visit to all area offices in financial operations.
· Any other task assigned by line manager.
2. CAPACITY BUIDLING
· Identify the needs and support development of staff and partners to increase their competence in preparation of financial reports, donor financial reports in line with donor reporting requirements.
· Provide guidance and develop the finance staff of the field office and sub-offices i.e. to build the capacity of national staff to reconcile AX ledger entries to the Budget Versus Actual.
· Participate in the recruitment, selection and induction of new finance.
3. NETWORKING
· Represent IR in forums and contribute to technical interactions and discussions on the same.
· Build and strengthen significant relationships between IR partners, INGOs, UN, institutional donors and relevant government departments.
REPRESENTATION
· The Finance Coordinator will, from time to time, deputies for the Country Finance Manager.
TRAVEL The Finance Coordinator is expected to have field visits as required and assigned by Finance Manager.
PERSON SPECIFICATION

Knowledge, Skills and Qualifications
· Qualified Accountant (ACCA/ACA/MBA/BA(Finance))
· Excellent oral and written communication skills with the ability to present financial matters to non-financial managers.
· Ability to manage and supervise finance and non-finance staff in multiple and remote locations.
· Ability to think and act strategically.
· High degree of computer literacy in Microsoft Office and IRW’s financial systems.
· Ability to develop and build capacities of staff.
- Fluent in English and local languages written and spoken.
