USAID’s Afghan Urban Water and Sanitation (AUWS) activity aims to provide technical assistance to the Afghanistan Urban Water Supply and Sewerage Corporation (AUWSSC) and the Afghan government to increase access to urban water and sanitation services for residents in six Afghan cities. The USAID Afghan Urban Water and Sanitation Activity aims at strengthening the capacity of the AUWSSC Headquarters (HQ) and six Strategic Business Units (SBUs), and the Ministry of Urban Development and Land (MUDL) to expand and improve access to sustainable water and sanitation services through an integrated program of assessment, planning, capacity building, and infrastructure and equipment support.
Job Description
The consultant will work for AUWS under the supervision of the Utility Commercialization department and closely with the Private Sector Engagement Manager. The Consultant is expected to perform the following duties:
- Conduct an initial needs assessment to determine the participants’ level of knowledge and the organizational needs.
- Design and develop the PPP training curriculum (in consultation with the AUWS Training Manager/Specialist) including training manual, power point presentations, handouts, case studies, videos, pre/post tests (in conjunction with AUWS M&E Team), and reference materials. The following is a draft course outline, which can be changed upon the consultant recommendation in accordance with the participants needs:
- Module 1 Basic Concepts of PPP
- What is PPP? Why PPP is important? How to prepare and manage PPP projects? Definition, concepts, and relevance to current policy environment
- Module 2 Principles of Good PPP with Emphasis on Legal/Regulatory Framework
- How PPP is different from public procurement, PPP regulatory framework and institutional structures.
- Module 3 Risk Analysis/Risk Sharing & Contract Management
- Preparation of PPPs, Procurement of PPPs, PPP Contract Management, Unsolicited Proposals, monitoring of the project, ensuring the compliance of the project with international and national standards and regulations regarding PPP projects.
- Module 4 Fundamentals of Project Financing
- PPP financing models; project Financial Analysis
- Module 5 Good Governance in PPP
- Expropriation, property rights; Debt trap; Transparency and accountability
- Conduct three (3) days training to AUWSSC senior management including PPT presentations, working group discussion, practical case study analysis, introduction of different PPP models and analyses of the applicable models regarding the status of AUWSSC and Afghanistan economic and security situation
- Prepare and submit training completion report along with required recommendations.
- For modules #2, #4, and #5, the consultant will develop a trainer’s guide (lesson plan) containing key and substantive contents consisting of the following to include the following:
- Theories, concepts, and group exercises.
- Select case studies (minimum of three) to illustrate current and specific country experience and best practices in water supply and sewerage projects implemented by PPP model in Asia and countries which have similar situation to Afghanistan
- Handouts for the participants to provide summary of key knowledge, policies and concepts related to the topic for the water supply and sewerage projects and services.
- A selection of reading materials and additional resources on PPP especially on the water supply and sewerage services
- A PowerPoint presentation deck to be used during the training workshops.
The consultant is expected to design and develop the modules one by one and submit them in series. AUWS and AUWSSC will review and comment on the modules and provide feed-back to complete the final version.
- Conducting of a training needs assessment.
- Prepare training materials in English and local languages)
- Conduct 3 days in-house training in Kabul.
- Prepare and submit training completion report.
Job Requirement
Educational Qualification:
Advanced degree (MA/MSc or other) in Business, International Economics, International Trade, Development Studies, Engineering, Water Management, or related field.
Experience required:
At least 10 years of professional experience in designing, lecturing, advising, and/ or implementing programs, projects and policies related to PPP, infrastructure development and financing. Relevant experience in undertaking training and capacity building of public officials PPP related topics in developing countries especially in Afghanistan is an advantage.
- Proven experience and expertise in implementing, developing, and evaluating PPP programs and projects over the last ten years, including knowledge and experience in providing training and capacity building programs.
- Must have conducted at least three PPP training programs/workshops/seminars in the last five years preferably in countries similar to and/or in Afghanistan and preferably in water supply and sewerage sector.
- International experience in PPP project development and evaluation will be an advantage.
- Knowledge of PPP projects in urban water supply and sewerage projects will be an advantage.
- Knowledge of political and economic dynamics in Afghanistan is required.
- Proficiency in written and spoken English required.
- Proficiency in local national languages of Dari and Pashto is required.
- Commitment to ethical and professional standards in developing training materials, and respect for intellectual property rights.
