Job Description
OSDRA (The Organization for Sustainable Development and Research of Afghanistan) is seeking a highly competent and motivated individual to join our team as an Admin and Finance Manager. The successful candidate will be responsible for overseeing the financial activities and administrative operations of OSDRA. This role requires strong financial management skills, excellent organizational abilities, and a commitment to sustainable development.OSDRA (The Organization for Sustainable Development and Research of Afghanistan) is seeking a highly competent and motivated individual to join our team as an Admin and Finance Manager. The successful candidate will be responsible for overseeing the financial activities and administrative operations of OSDRA. Responsibilities:
Financial Management:
- Preparing Weekly, monthly, and quarterly action plan progressive reports according to the “OSDRA” work plans and ensuring timely implementation.
- Manage the overall financial management; maintain the operating cash log (Cash book) and the “cash on hand” in a safe place.
- Prepare monthly and quarterly financial reports of the projects.
- Assist project manager in the financial management of the projects.
- Prepare the payrolls and keep track of all cash transactions, as well as always maintain an updated cash account.
- Prepare payment vouchers before any payment, check, and attach all supporting documents to the payment voucher.
- Control the balance of the cash log every day, in the morning and before the closure of business.
- Prepare the cash reconciliation daily. (The reconciliation should have shown (i) outstanding advances, (ii) un-posted vouchers, (iii) cash-in-hand.
- Manage the organization's financial procedures and completeness of documents at the project level.
- Make entries in QuickBooks software pro-edition and produce detailed reports of profits and loss (by job, by class, etc.) trail balance, balance sheet, case books, and expenses summary.
- Check, edit, and consolidate the overall project account, on a daily monthly, and quarterly basis.
- Reconcile the cash, bank account, and advance on a monthly base.
- Submit monthly invoices/reports to the donors for reimbursements and settlement of financial expenditures.
- Manage “OSDRA” financial procedures and completeness of documents at the project level.
- Coordinate with donors and senior management of “OSDRA” on finance-related matters.
- Facilitate the conduction of annual and project audits, for internal and/or external auditors.
- Monitor and follow up on the budget of project financial activities on a monthly base.
- To perform other tasks required by the line manager, or supervisor.
- Oversee the preparation of financial statements, audits, and tax filings in compliance with relevant laws and regulations.
2. Administration &Human Resources:
- Manage day-to-day administrative tasks, including office maintenance, procurement, and inventory management.
- Supervise administrative staff, providing guidance and support to ensure efficient and effective operations.
- Develop and implement administrative policies and procedures to streamline workflows and increase overall productivity.
- Coordinate logistics for meetings, workshops, and events, including venue selection, travel arrangements, and participant coordination.
- Maintain accurate records and documentation, both physical and electronic, related to finance and administration.
- To make sure to prepare and update all staff monthly attendance.
- Implement recruitment procedures as laid down in the national staff manual for the positions and keep records of all recruitments.
- Prepare memos, and notices for employees when required to inform all “OSDRA” staff of any news related to HR and put a copy of the record to file.
- Draft & out memos on local holidays to inform staff.
- Provide advice and support to managers and staff on human resources-related matters.
- Make sure to keep all recruitment process papers on file for the potential candidates.
- To manage interview committee for written test and interview.
- To visit projects and meet with the management team to discuss staff, and critical illness policies if any, use and implementation of all necessary HR forms, and monitor the operation of grievance disciplinary procedures where possible.
- Ensure HR policies are introduced as required and staff understood.
- Design & develop all Human Resource forms and update them on time.
Revise the HR Handbook from time to time based on circumstances changes, policies, procedures, and other changes decided by the top management of the organization. - Checking the up-to-date records of personnel used and unused leave balance.
- Ensure all employees are evaluated by their line managers before the end of the probation period or at the end of each contract for any change of position, salary increment, etc.
- Maintain proper and up-to-date personnel files with segregated grants/departments and make sure they are kept in a secure and locked cabinet where non-relevant staff/people are highly prohibited from getting access.
Any other duties which are given by the Line Manager.
4. Team Collaboration:
- Collaborate with program managers and other departments to support the smooth implementation of ongoing projects.
- Provide financial guidance and support to project teams, assisting in budget development, expenditure tracking, and financial forecasting.
- Foster a positive work environment, promoting teamwork, knowledge sharing, and professional development opportunities.
Job Requirement
- Bachelor’s degree in finance, Accounting, Business Administration, or a related field. A master's degree is preferred.
- Proven experience (at least 5 years) in financial management and administration, preferably within the nonprofit or development sector.
- Strong understanding of financial principles, budgeting, and financial reporting.
- Proficient in financial software and tools for data analysis.
- Excellent organizational, analytical, and problem-solving skills.
- Ability to effectively manage multiple tasks and prioritize work in a fast-paced environment.
- Strong communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
- Knowledge of Afghan finance and tax regulations is an advantage.
- Fluency in English (both written and spoken) is required. Knowledge of local languages is desirable.
