About ACDO: Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country. ACDO responds to the needs of deprived and marginalized rural and urban communities by managing and utilizing the available scarce resources in a well-organized, efficient, effective, transparent, and dignified manner to enhance resilience, boost access to education, health services, and infrastructure, ensure food and livelihood security, and promote social protection and inclusion. ACDO has an active presence in most parts of the country and intends to expand its operations to the remaining provinces, as to transform itself into a leading and developed organization that will deliver to and support large number of people who have been affected by the long-protracted and sudden on-set emergencies and regardless of the hardest circumstances that exist in Afghanistan, ACDO has managed to deliver humanitarian and development assistance in most part of country.

Job Description

  • Assist the ACDO finance manager in the daily activities of the finance Unit.
  • Make sure that all monthly financial documentation from all the field offices is received, reviewed, and approved by relevant field officers.
  • Ensure completeness of supportive documents such as; PR, PO, RFP, GRN, or Service receipt notes and prepare them as per the need.
  • Preparing budget versus the actual of all ACDO projects every month and submitting it to the line manager to compare and control operation costs as per the ACDO finance policy.
  • Prepare monthly tax reconciliation reports.
  • Prepare Bank reconciliation every month.
  • Ensure all payments are adequately supported by the relevant documents.
  • Responsible for maintaining donors' related documents in hard and ensuring its soft files are lively available in relevant folders and accessible.
  • Prepare staff monthly salaries, per diem, allowance, and other claims.
  • Monitor all expenditures and ensure that all transactions comply with the ACDO Finance policy and Contract terms and conditions.
  • Providing the Financial Reporting Of the project on a Weekly, monthly, and on a need basis to the ACDO Finance Manager and Executive Director.
  • Responsible for the disbursement of funds based on approved project budgets to the field on a timely basis.
  • Preparation of Payments to the suppliers as per the terms and conditions of the contract).
  • Ensure compliance with local regulations for financial matters (taxation, labor laws, and others).
  • Ensure transparency and accountability in all budget expenditures and authorization.
  • Responsible for assisting the Finance manager in the facilitation of donors' audits & spot checks, and coordinating the smooth process with other departments and units in ACDO.
  • Participate and assist as needed with audit activities when required.
  • Responsible for Data entry in the ACDO accounting system.
  • Being a key point of contact for other departments on financial and accounting matters.
  • Responsible for any other technical and administrative tasks relevant to the role or department, or as assigned by the Finance Manager or Executive Director of ACDO.

Job Requirement

Education:

  • Bachelor’s degree in Finance, Economics, Business Administration, Public Administration, and Accounting is required. Professional accountancy designation from a recognized institution would be desirable.   

Experience:

  •  Minimum 5 years of work experience in Finance, Finance administration, or economics with national or international organizations.
  • Experience working with international/Local NGOs or any other UN agencies.

Skills:

  • Quick Learner
  • Proficiency in Microsoft Office package components
  • Be able to Use QuickBooks Accounting Software. 
  • Basic IT Skills
  • Reasonable English proficiency
  • Good Communication Skills
  • Punctual and committed
  • Be able to work under pressure. 
  • Proficiency in complex accounting systems and advanced-level MS Excel skills.
  • Knowledge management, finance, and compliance experience.

Other Skills:

  • Good knowledge of accounting
  • Ability to work as a team and bring new ideas and creativity
  • IT skills, knowledge of financial software

Required Language(s)

  • Fluency in the local language Dari and/or Pashto is required.
  • Proficiency in English is required – both written and oral.
  • Excellent written and oral communication skills
