About Community World Service Asia: Community World Service Asia is a non-governmental organization which implements humanitarian and development activities in Asia. The Regional Director heads the program in Asia. According to the strategic plan, the Associate Regional Directors need Program Coordinator to run an effective program under Emergencies; Climate Action & Risk Reduction; Health and Wash in Afghanistan and amongst Afghan Refugees in Pakistan.

Job Description

Project Development, Coordination & Management:

  • Develop project plan in close consultation with project level staff and provide leadership and management support to project level staff to ensure successful implementation of projects and report in timely manner
  • Ensure timely and close coordination with the relevant ministries & ANDMA in getting project NOCs for smooth initiation of project
  • Provide timely, ongoing update on project progress and requirements to the Associate Regional Director and liaise closely with members of the Operations/Finance Department.
  • Provide technical oversight and advice to project level staff and ensure project level staff comply with quality and accountability standards as well as donor and government requirements.
  • Work closely with MEAL department to ensure monitoring and evaluation is timely conducted and learning is well documented and reflected for the next phase of projects under Emergencies.
  • IF based in Afghanistan, the PC is expected to carry out regular monitoring visits to the project areas and produce monitoring reports on timely manner. If Pakistan based, a biannual visit to Afghanistan would be mandatory.
  • Monitor compliance of Partners to work plans and timelines set for every project and prepare required reports.
  • Initiate monthly and final completion reports for all projects and forward the same to the Program Development Unit for review and feedback before its presented to the Associate Regional Director for final review and submission to the donor(s).
  • Ensure adherence to procurement guidelines and other donor/ORGANISATION guidelines
  • Participate in Cluster meetings at the national level, network meetings and events and technical working groups.
  • Provide timely recommendations, including changes in work plans and program approaches and strategies to ensure the effective implementation of the projects.
  • Assist in Organisational Development strategies, establishing new program ideas.
  • Ensure application of quality and accountability standards

Financial Management:

  • Responsible for budget control and monitoring of programme expenses.
  • Coordinate closely with Finance department for the preparation of financial reports and ensure timely submission to ARD and finance for further processing.
  • Enhance the financial functions, protocols and controls within the department.
  • Promote transparent, accountable financial system and culture in all project finances as per ORGANISATION, Donors and international protocols.

Relationships/Representation:

  • Maintain close, regular and consistent collaboration with other teams in ORGANISATION to ensure united and harmonized programming.
  • Coordinate with PMs/program coordinator based in region/Afghanistan in case of two country multiple sectoral projects to ensure cohesion and effective and timely implementation of the projects.
  • Liaise and coordinate closely with all Implementing Partners to ensure efficient and timely implementation of projects.
  • Ensure integration among projects and all staff.
  • Develop or maintain appropriate relationships with all organizations like UN, I/NGOs, government at all levels.
  • Networking and Coordination with partners as well as holding meetings.
  • Serve as the primary liaison between ORGANISATION and partner agencies at the national and field level for Emergencies.
  • Ensure that the Associate Regional Director, and the Deputy Regional Director are kept informed of any key decisions, directions, strategies and changes in government/clusters policies.
  • Represent ORGANISATION at national and international level meetings.
  • Facilitate and manage delegations and donor field visits.
  • Liaise with ANDMA and represent ORGANISATION at ACBAR and other forums as advised by ARD and DRD.

Staff Oversight and Development:

Assist ARD in staff recruitment, orientation, and training and management as follows:

  • Supervise and coach the team members in Afghanistan on various levels to assume second line leadership role.
  • Identify strengths and gaps of team members and agree upon Staff Development plans of all relevant staff.
  • Support team members in working across region and provide support and guidance in developing and managing their work plans.
  • Delegate work to the team members and ensure accountability at all levels; enable staff to take initiative and be creative.
  • Ensure all ORGANISATION policies are followed by teams, including Code of Conduct and Safeguarding policy

The duties listed above cover most of the tasks that would be performed by the individual in this position. Program Coordinator can also be assigned any other official task by RD/DRD/ARD as and when required.

Job Requirement

For the position of Program Coordinator a degree from university and minimum of 7 years’ experience in the humanitarian sector and development work is considered necessary. Previous experience in managing teams, experience in program management and monitoring is preferred.
