Job Description

Responsibilities:

  • Under the guidance of the responsible program officer of the RoL project, the consultant will work at the Legal Clinic of relevant University in the respective provinces. He/she will follow up cases from legal aid office of department of Justice and work on them together with students from the Legal Clinic. The consultant is required to always have five ongoing cases (three criminal cases and two civil cases) with relevance to women from the legal aid office at any time during the consultancy contract. If a case is put on hold or is finalized, another case is to be taken over. The consultant will involve the students in the ongoing cases and oversee the provision of legal advice by students. The consultant on a periodical basis will be responsible for carrying a phone which will be provided by the legal clinic and which will serve as a legal helpline for women seeking justice in the respective province. The consultant is responsible to document the cases from the phone calls and work on solutions together with the legal clinic students.
  • The consultant will contribute to the overall running of the Legal Clinic, which include the following:
  • Development of plans, schedules and materials needed for the successful operation of the university legal clinic by law and Sharia students, especially for the work of students on practical cases.
  • Develop training material to prepare legal clinic students to work on practical cases.
  • Development and maintenance of recordkeeping system (including attendance sheets, financial records, and progress reports) for clinic programme participants.
  • Monitoring the legal texts and supporting resources for students participating in the legal clinic activities.
  • Close coordination with the project component partners and organizations in the field of Legal Aid, including those at the University, Department of Justice, Courts, Department of Women Affairs and Afghanistan Independent Bar Association (AIBA).
  • Closely working with the assigned professor/person of the faculties or legal clinics and the legal clinic coordinator who are officially introduced by the faculties or are responsible for the legal clinics or assigned by RoL GIZ.
  • Closely supporting the students to work on practical cases that each of the covered students should work on 10 practical cases individually or in a group.
  • Strictly observing the relevant rules and regulations, MoUs, agreements, internal procedures of the legal clinic and civil and criminal procedures.

Tasks in details:

  • Meeting at least once per month with the organizations involved in the programme in order to share information and gather feedback to improve the clinic programmes
  • Providing monthly reports (until 10th of the following month) in English to GIZ’s RoL project regarding all program activities, identifying successes and challenges as well as any requests for additional technical assistance or other support.

Job Requirement

Education:

  • Minimum University degree from Law or Sharia
  • Have Defense Lawyer license from the Afghanistan Independent Bar Association (AIBA).

Professional Experience:

  • A Minimum of three years’ experience in legal field as Defense Lawyer, prosecutor or judge, experience in legal clinic area is an asset.
  • Managerial experience in legal field

Other experiences and skills (e.g. language, IT-skills, social and personal skills, etc.):

  • Excellent oral and written communication skills;
  • Fluent in English and Dari/Pashto
  • Computer Skills
