About CRS: CRS began direct operations in Afghanistan in early 2002. CRS maintains four main offices throughout the country: Kabul, Herat, Chaghcharan, and Bamiyan, with sub-offices in all of these provinces as well as Daikundi. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. CRS works to support: People, especially girls and women from marginalized communities, gain basic education Poor rural and peri-urban households to have increased livelihood security Vulnerable communities to survive shocks without long-term negative impact on their livelihoods. CRS recently launched Lifesaving (cash) food assistance project funded by AHF that will help households meet immediate needs following the recent drought via Cash Assistance to get them through the lean season in Daikundi. Additionally, the project will focus on conducting assessment to increase knowledge on the most vulnerable areas within the greater needs. At the same time this project coordinate with other actors who operating in the areas to avoid any type of duplication as well as help providing complementary assistance. CRS is currently looking for female Field Officer (Team Leader) with a project management background, preferably experienced in managing livelihood, Food & cash distribution projects in Afghanistan. The Field Officer will be responsible to lead the day-to-day implementation and field agents of CASH/Food security projects in area where CRS operate.

Job Description

Under the supervision of the Project Officer, the Field Officer will manage direct implementation of project activities.  The Field Officer will support the coordination of input distributions and supervise a field team to ensure the delivery of high-quality distribution.   Additionally, under the guidance of Monitoring, Evaluation, Accountability, and Learning (MEAL) staff, the Field Officer will direct field staff during data collection activities and support with data entry as needed.  The Field Officer will be responsible for managing relationships at the community level and will need to work closely with external and internal stakeholders including local government departments, communities, CRS Project Officer, Livelihoods Field Agents, CRS Administrative support, and CRS Emergency Program Manager.

Roles and Key Responsibilities: 

  • Support FAs to quickly resolve any social issues related to project implementation that may arise in the community
  • Ensure the timely completion of high-quality project activities in the targeted communities.
  • Identify challenges in the implementation of project activities with the field team and offer ideas for potential solutions
  • Work closely with village Shuras and community leaders to organize sensitization and project activities
  • Work closely with the PO and MEAL staff to collect information for weekly and monthly reports, schedule field visits and develop quarterly work plans
  • Conduct monitoring visits to target villages a minimum of 4 times per week
  • Support the collection of regular monitoring data and scheduled data collection events
  • Utilize multiple methods to collect quantitative and qualitative data
  • Participate in project learning and reflection events
  • Directly supervise and build the capacity of the FAs to develop and carry out work plans.
  • Support professional development through individual coaching, reviewing staff performance management plans, and providing trainings as necessary.
  • Provide technical assistance to field staff and beneficiaries.
  • Develop and maintain positive relationships with project participants, community leaders, and other community members
  • Develop and maintain positive relationships with the project team and other CRS colleagues

Job Requirement

  • Afghan national with a university degree.
  • Minimum of 4 or 5 years related work experience with an INGO or government agency, ideally in the field of cash/input distribution for an INGO.

Required Languages – Fluent Dari (reading, writing, and verbal skills).  Working knowledge of English a plus. 

Travel - willingness to travel to remote communities at least 4 days a week.

Supervisory Responsibilities: A team of 5 Field Agents

Internal:   Project Officer, MEAL Officer, Field Agents, Emergency Program Manager

External: Project Participants, Community Leaders, and other Community Members.
