The centre provides physiotherapy services - including a workshop for manufacturing prostheses and orthoses. HI is a strong actor promoting and advocating for the rights of survivors of landmines and other people with disabilities as a whole and provides technical support to Afghan authorities and other key stakeholders, contributing to a better acceptance and integration of them in the society and enhancing their access to medical and other basic services.
Job Description
Under the direct technicial responsibility of the Rehabilitation Specialist, the Technical Officer- Physiotherapist/Occupational Therapist is responsible to ensure the quality of Physiotherapist intervention and to carry out the capacity building and training of HI Physiotherapist staff throughout designated HI projects in Kandahar.
- Responsibility 1: Ensure the quality of the physical rehabilitation services as per HI standards
- Ensure all tools developed by Handicap International related to delivery of physical rehabilitation services are properly used & well documented.
- Ensure all clinical procedures are followed properly during service delivery.
- Monitor the quality of services delivered.
- Ensure the quality of the prosthesis and orthosis services meets the user needs and functions as per HI standards.
- Facilities strong exchange of technical information and documentation between various sectors(e.g MHPSS, EORE etc) and ensures an effective interdisciplinary approach.
- Responsibility 2: Capacity Building of Physiotherapists.
- Responsible for regular technical supervision of the physiotherapists and physiotherapist trainers through field visits, case management meetings and through other means in order to supervise the quality of the physiotherapist and P & O activities including provision and production of assistive devices.
- Implement regular case discussions with the ohysiotherapists on issues arising from their day to day work.
- Organize field visits to health facilities to support the physiotherapists and to ensure the quality implementation of the activities
- Provide timely feedback & support regarding any issues faced by physiotherapists to the project manager and Rehabilitation Specialist)
- Assess physiotherapist technical difficulties and requirements for proper implementation of Physiotherapist activities and identify specific training needs, in collaboration with the Rehabilitation Specialist.
- Facilitate weekly meetings of the field physiotherapists to analyse individual assessment forms filled by the Physiotherapist in the field and share feedback.
- Deliver regular trainings to the project staff according to the needs identified by the project.
- In close collaboration with the Rehabilitation Specialist, participate in the designing and updating of physiotherapist tools and processes according to the needs.
- Ensuring the specification, validation and the quality control of physiotherapist items purchased in close coordination with the logistic departments and Rehabilitation Specialist.
- Responsibility 3: Ensuring regular reporting and data/information management around Physiotherapist techncial issues
- Ensuring regular reporting on his/her activities to the Rehab Specialist and line manager on weekly basis
- Ensuring weekly and monthly reporting to the project staff with feedback, advice and clear recommendations
- Participating in close collaboration with the Rehabilitation Specialist on the elaboration of guidelines, training documents and protocols
- Collecting, following and analyzing the data related to physiotherapist activities.
- Update the standards list of assistive devices and physiotherapist equipment and standardize the specification with Logistics
- Analyses data and produces reports in collaboration with Database officers.
- Responsibility 4: Strategic Definition and Representation
- Analyse the rehabilitation needs and relevant interventions within HI’s STRATOP.
- Analyses possible areas of programmatic response and the relevance of HI’s interventions in coordination with other key rehabilitation actors (NGOs, professional associations, Provincial Public health etc.)
- Support projects in the definition of their objectives, activities, targets according to the context of intervention.
- Engage in preparing concept notes, logical dramework and proposals in accordance with the requirements of the mission
- Attend technical meetings as assigned by Rehabilitation specialist and Head of Technical Unit Programmes and provide feedback and action points
- Responsibility 5: (Specific of Techncial officer based in Kandahar) Support HI Afghanistan Kandahar Rehab project in implementation of Rehab management system (RMS)
- Participate in regular review of the RMS scores and plans following the review of RMS
- Support in different steps of implementation of RMS in link with the rehab.
- Support in periodically review the implementation of plan made by PRC after the scoring of different indicators.

Qualification(s):
- Bachelor Degree in Physiotherapy/ Occupational Therapy
Experience (type and amount of experience) :
- At least 4 years of experiences in the field of PT and good understanding of rehabilitation in emergencies.
- At least 2 years of experience in providing technical support to programs
- Experience of working as a part of an interdisciplinary team.
Skills (knowledge, abilities required for the position, refer to skills repository document) :
- Excellent knowledge of rehabilitation skills, teaching and training.
- Knowledge of relevant policies and actions plan/ strategies, conventions and provisions for people with disabilities in various legislations in Afghanistan.
- English mandatory (oral and written)* this will be tested by the review of the cover letter and then at test and then at interview.
- Strong communication skills
- Strong capacities to recognise and strengthen the synergies between different thematic areas.
- Strong capacity to represent the organisation in internal and external fora.
- Capacity to supervise, accompany, coach and manage a team
- Capacity to design and facilitate trainings and on the job coaching
- Ability to work under high pressure and without constant supervision
- Excellent reactivity and flexibility in all circumstances

Personal qualities:
- Self driven, positive energy, empathy and team work.
Preferable

- Knowledge of protection mainstreaming principles, rehabilitation in emergency principles and long terms interventions.
- Ability to submit proposals and innovate
