Job Overview
WAW is recruiting a motivated and qualified Regional Manager to supervise its UNHCR-funded projects, Community Based Protection Monitoring, MHPSS, Community Mobilization, and Construction in South Afghanistan”.
The Regional Manager will supervise a protection team consisting of reporting officers/assistants, HR/Admin Officers/Assistants, protection monitors, liaison officers, Team Leaders, and field project engineers, conducting systematic monitoring of the protection concerns of conflict-induced internally displaced persons (IDPs) and refugee returnees.
Under the project, protection concerns (i.e., rights violations, discrimination, and exclusion) will be monitored and documented. These activities will lead to
- An increased understanding of the protective environment, including essential demographic data, vulnerability mapping, available services, and existing gaps impacting the displaced and returnee communities and
- Sharable reports detailing needed actions by all actors (humanitarian community and government) to address protection concerns/gaps
- Identification, in close consultation with communities, of measures and community support projects aimed at mitigating protection risks and supporting the (re)integration of displaced and returnee communities.
The regional manager is a full-time employee who is responsible for the overall management, planning, and monitoring of Protection Monitoring activities in 9 provinces in the North and North East regions. The incumbent will extensively coordinate and liaise with UNHCR, partner agencies, and state actors. She/he will also be responsible for coaching, mentoring, and supervising the entire project staff and ensuring adherence to the code of conduct and humanitarian principles throughout all phases of implementation.
Duties and Responsibilities:
- Participate with the senior management team in developing the Project strategy and associated project implementation plans/budgets.
- Assist in communicating mission, purpose, strategic goals, and project objectives among project staff to create mutual understanding and ownership.
- Ensures proper and effective communication of the project goals to the project staff as well as other stakeholders.
- Jointly with UNHCR, attend monthly Protection, Shelter/NFIs, and GBV Cluster Meetings at the regional level and provide updates on relevant findings, needed response, and advocacy.
- Review the proposals for community-based protection assessment (CBPA) projects designed by Reporting Officers and Protection Monitoring staff before final submission to UNHCR.
- Participate in UNHCR-led Community Support Project Review Panel on a monthly basis and present the proposals prepared by the protection monitoring team;
- In coordination with the UNHCR protection unit and based on the results of protection monitoring findings, participate in designing advocacy actions to respond to the immediate protection needs of IDPs and returnees.
- Identify the training of the Protection team and provide timely induction/refresher sessions to the project staff.
- Have an active role in project staff recruitment and selection
- Monitor the project progress on a regular basis
- Develop project proposals, budget, and implementation plan for UNHCR-funded projects as per needs
- Undertake all activities in accordance with internal management systems, operating procedures, and policies and monitor field-based work to maintain compliance.
- Monitor the evolving trends and dynamics in the region, which may impact the general protection environment and the implementation of protection monitoring activities, making detailed reports with recommendations to the management team and UNHCR SO Kandahar.
- Manage and implement project interventions to achieve project outputs and objectives, including monitoring and mid-term reviews in accordance with WAW and donor requirements.
- Participate in project evaluations and assist in the analysis of results to assess project impact and effective use of resources.
- Ensure the timely compilation of situation updates, project, and monthly narrative reports for field and Head Office management in accordance with required reporting formats.
- Prioritize project activities and seek alternate courses of action when facing challenges in terms of access or developments of an unpredictable nature.
- Monitor project expenditure and assist in preparing and analysing project financial reports, understanding variances, and taking corrective actions if required.
Team Management:
As line manager for the project team:
- Provide leadership and support to the project team to ensure effective management and timely implementation of work plans and budgets.
- Provide supervision, training, guidance, and monitoring.
- Ensure that project staff understands their individual and collective responsibilities for safety and wellbeing.
- Ensure that all staff adhere to the code of conduct and humanitarian principles;
- Assist in monitoring project staff's well-being, health & safety (including food, accommodation, compound management, health & hygiene) as appropriate.
- Conduct regular performance reviews and encourage the personal development of each individual (including personal development plans and the identification of training needs).
- Conduct exit interviews and disciplinary and grievance procedures as required.
- Ensure that staff respects local cultural and gender sensitivities.
- Ensure detailed records are kept and analyses made of work-related injuries, accidents, security incidents, and fatalities to project staff.
- As part of the WAW team, promote the conditions for effective teamwork and commitment to WAW values and operating principles.
- Identify/define project team composition and required personnel competencies.
- Oversee staff planning, recruitment, induction, and orientation processes for project staff.
- Maintain an effective filing system for storing project documentation in accordance with WAW standard procedures.
- Maintain all filing for the Project office, including personnel filing.
External Relationships / Representation:
- Maintain regular dialogue with UNHCR Protection and Program Units;
- Build positive working relationships with local communities, district and provincial government officials, community representatives, NGOs, and donor representatives.
- Support external policy-influencing activities with relevant district and regional government, inter-government, and non-governmental agencies (in consultation with field management and UNHCR).
- Attend relevant inter-agency workshops, conferences, and sector coordination meetings as required.
- Keep informed of sector developments and key initiatives.
- Host occasional visits to project sites by interested personnel.
Job Requirement
- Minimum of 5 years of work experience in Project Management, preferably with UN, USAID, and other INGOs.
- Previous experience as a team manager with supervisory capacity will be a strong asset;
- Bachelor's Degree in the relevant field; Master's Degree will be preferred
- Excellent communication skills and experience in working with groups of national and international staff with different diversity
- Strong knowledge of protection principles
- Fluency in Pashto and a good level of English are required, while knowledge of Dari/Uzbeki will be an asset
- Good knowledge of Office packages (MS Word, Excel, etc.)
- Strong organizational skills; ability to prioritize work.
- Ability to work effectively both independently and within the team and supervise the entire unit
