Job Description

Job Summary:

The Education officer will be responsible to manage the CBE Project from its assessment, establishment stages to implementation, monitoring and handover stages keeping a close follow up with field team about the progress in project plan and the risks involved and how those risks have been addressed or will be addressed. The incumbent will also be responsible for handling project budget related activities with the finance and field team and the donor for budget compliance, reporting and other related activities. The Officer will train, and capacitate field level teams about project implementation and reporting and make sure the working relationship between MAPWO field team, PED and other related stakeholders are strong and cooperative. He/ She has to develop reports, present findings and progress, and draw conclusions about the project progress and its implementation in the field. The officer will also communicate with the donor and relevant authorities for a MoU, Reporting, Budget and staff related matters.

Main duties and Responisbilities.

  1. Conduct a thorough needs assessment for CBE establishment, students’ enrolment, teachers’ recruitment, Shuras’ identification and establishment and other field level activities.
  2. Train, support and monitor teacher volunteers in the implementation of CBE projects.
  3. Support the implementation of logistical requirements related in the CBE Project at central and provincial level especially in the field in timely manner with no risk involved.
  4. Support community committees, CBE Shuras, teachers and other project staff in the implementation of the CBE program in the field and their communities
  5. Provide supervisors with statistical and narrative information on the CBE project as and when required.
  6. Work in close collaboration with education team – other MAPWO staff in the target area, develop joint work plans as appropriate
  7. Ensure the CBE project is implemented according to the workplan and contract agreed between the MAPWO and UNICEF and in line with the requirement of the Ministry of Education of Afghanistan.
  8. Ensure smooth coordination and communication mechanism and channels between MoE, MAPWO and PEDs and other actors and stakeholders involved in the project.
  9. Make sure the project is properly registered with Ministry of economy and reporting requirements of Ministry of Economy, MoE and other stakeholders are met on timely manners.
  10. Responsible for the overall management of education project in the field from need assessment to reporting, monitoring, handover and coordination with the government authorities.
  11. Lead a project team at central and provincial levels.
  12. Prepare Donor Reports and presentations and present it to the leaderships of MAPWO, Donor according to the project plan about the project progress, risks and mitigation plans.
  13. Train and capacitate the field level staff about the proper management of project, its reporting, and monitoring.
  14. Ensure a transparent, well-coordinated and highly professional teachers’ recruitment, training and onboarding process for the CBE project in close coordination with PED and other field level actors.
  15. Prepare and present the CBE Handover and institutionalization plan to the MAPWO leadership and MoE authorities about handover of the project after completing an education cycle.  
  16. Any other tasks assigned by the relevant supervisor
