About Village of Peace Organization for Afghans: Village of Peace Organization for Afghans (VOPFA) is a non-governmental and non-profit organization situated in Bamyan, Central Province of Afghanistan. Bamyan is one of thirty-four provinces in Afghanistan with population of approximately 418,500 inhabitants (CSO, 2011). It is a mountainous and semi-mountainous area with natural beauty rather than any other region, where the main occupation is agriculture and animal husbandry. However, the Human Development Index (HDI) ranks the area amongst the low developed in the country, with limited infrastructure, multidimensional vulnerabilities such as high birth rate, high unemployment, and most importantly widespread poverty. This distressing situation prompted the formation of VOPOFA in 2002, with an aim of addressing the social problems caused by such poverty. VOPOFA has been operating under its legalized registration number: (129) at Ministry of Economy of the Islamic Republic of Afghanistan since 2002 in Kabul Afghanistan and reregistered with some reforms and changes in 2005. The organization situated across Central Afghanistan and vary in its common initiatives and activities at national level. The organization aims to rebuild Afghanistan by breaking the cycles of violence, poverty and injustice through means of sustainable economic development and social investment. The main target groups are the most vulnerable people of society – orphans, widows, most vulnerable families and the disabled. The overriding purpose of the VOPOFA is to work in partnership with these community groups, in order to promote self-reliant activities through local initiatives, reducing poverty and instigating action towards development.
Job Description
Job summary:
Project Finance Officer will be responsible for all accounting and financial management and of the field offices, ensuring financial data is properly recorded on timely basis, as well as
reviewing all field offices invoices and vouchers and make sure that all invoices are supported by proper and required documents.
Duties and Responsibilities:
- The finance officer is responsible for ensuring that key financial policies are followed with regards to spending that is on – time compliant with donor rules and accordance with budget forecast. S/he will ensure that spending is reviewed in real time with costs that are charged correctly S/he will also be supporting in ensuring that all financial files are up -to- date with correct support document. S/he will maintain high accounting standards and support the coordination to ensure the liquidity of the provincial office.
- Responsible for accounting management financial system and ensuring financial data is properly recorded on timely basis.
- Review all project and vendor invoices and vouchers and ensure accrued code and costs charged that all invoices are supported by proper and required documents
- Establish and maintain proper filing and documentation system according to VOPOFA policies and procedures.
- Oversee the correct use of VOPOFA assets including vehicles/equipment and supervise regularly.
- Prepare vouchers for all invoices and payment documents
- Ensure the cash distribution and Hawala processes proceed properly and well documented.
- Preparing cash reconciliation of cash advances and ensure all cash advances are cleared at the end of every month.
- Assist in audits and locate the marked vouchers for the auditors.
- Coordinate closely with PM, Finance Department and Finance Manager in main office.
- Ensure that the Finance Department is run in a professional, transparent and responsible manner.
- Prepare monthly progress report, stock report, as well as attendance reports of field office.
- Provide verbal and written translation support for documents, contracts, meeting, statements, records, etc. as requested
- Prepare comprehensive, accurate and timely monthly reports.
- Other duties as assigned.
Job Requirement
Job Requirements:
Education:
- At least Bachelor degree in Business Administration or related fields.
Work experience:
- A minimum of four years of professional experience in finance management and procurement.
- One year of experience as finance related filed in emergency project implementation for food and Cash distribution for winterization project with the National and international organizations on the field.
- Familiarity with community development and SMEs project.
- Good communication and interpersonal skills
- Ability and willingness to travel to filed
Languages:
- Excellent speaking, writing and understanding of Dari and Intermediate in English are required.
Computer skills:
- Excellent knowledge of Microsoft Office application + Finance Management Tolls.
Others:
- Strong critical thinking and reasoning skills
- Understanding of budget, procurement and logistics
- Ability to respond to emails, calls and online meetings on a timely manner
- Excellent communication and presentation skills
- Flexibility and ability to work under pressure and meet deadlines
