Job Description

Responsibilities:

The successful candidate should implement the Programme’s Strategy, along with a professional national and international legal team, the program`s strategy in Mazar. Specific tasks of the Jr.Programme Officer, inter alia, and not limited to: 

Designing, organizing, or providing legal training.
Support the project partners in the covered provinces. 
Closely and respectfully cooperating at the Provincial and District level with DoWA (gender focal points), Legal clinics for Law and Sharia students, Imams, Justice Directorates, primary and secondary Courts, Prosecutors, Elders, Shuras, Huquqs, and other law actors to improve access to justice, professional efficiency, and fair conflict resolution;
Promoting legal awareness, designing and implementing media campaigns, especially with a focus on women rights;
Implementing the respective program activities in accordance with its concept and mandate;
Editing and proofreading of legal books and other academic topics 
Collecting Data and preparing reports of implemented activities to ensure proper documentation;

Remaining updated on legislation and legal development in Afghanistan;

Contributing to preparing the operational plans (OP), together with within project implementing partners and component members;
Applying GIZ regulation to all activities. 
Participating in GIZ staff workshops and training, when required 

monitor and evaluate the activities;

Represent GIZ in meetings when needed and draft Minutes of the Meetings;
Any other tasks assigned by GIZ RoL management;

Additional tasks:

Tasks in details:

Drafting and submitting the required documentation for contract agreements to the administration department such as TOR, justification letters, Contract direct award sheet, certificates of performances, etc;
Analyzing the institutional development and capacity building needs of sub-national level partners;
Developing a conceptual and financial action plan for addressing the needs of the sub-national level partners;
Supporting to develop and implement strategies in the area of law, legal aid, and building the legal capacity of justice institutions and law students;
Organizing or providing legal training for justice Institutions and university students;
Ensuring compliance of activities with mandates given by the commissioning partners;
Working with the legal aid structures in the province and closely coordinating all activities with the program`s activities, in particular work in the legal clinics set up with the law and Sharia faculties of Balkh, Jawzjan, and Baghlan universities and responsible for the implementation of DoWA (gender focal points) activities.

Job Requirement

Required Qualifications:

Education:

Minimum University degree from Law or Sharia

Professional Experience:

Maximum of two and a half (2.5) years of work experience in national/international rule of law institutions;

Other experiences and skills (e.g. language, IT skills, social and personal skills, etc.):

Demonstrated understanding of Afghan legal system;
Past experience developing and implementing relevant training courses preferred
Excellent oral and written communication skills;
Fluent in English and Dari/Pashto 
Computer Skills
