Job Description

The mission of risk and compliance it to mitigate program risks to ensure compliance with internal polices, donor rules & regulations and existing laws. The position is based in Kabul and is instrumental in supporting the risk and compliance specialist in ensuring risk management, compliance with polices and donor regulation and handicap international (HI) and partner accountability. The position of is also responsible for building the capacities of HI and partner staff on compliance, risk management and accountability. The position reports to risk and compliance specialist.

    1. Assist the risk and compliance specialist to develop and maintain the program’s risk register and the implementation of the same within the scope assigned to him/her.
  • Support the Risk and Compliance Specialist to develop and maintain a comprehensive program risk register to help mitigate and manage identifiable risks.
    1. Assist the risk and compliance specialist to ensure systems establishment and compliance with them.
  • Ensure that HI’s systems are in line with the HI’s international policies, donor rules and procedures and the international best practices and that the systems are capable of mitigating program risks.
  • Responsible, within his/her scope, for the implementation of the monitoring tools for verifying and measuring compliance.
  • Ensure that systems are reviewed regularly to remain relevant and practical to the program context.
  • Responsible for the implementation of risk and compliance systems, ensuring regular spot checks on documentation and practices and to verify their compliance with HI standards as contained in policies, procedures, donor contracts and existing laws.
  • Responsible, within his/her scope, to develop and facilitate corrective actions, decision making and capacity building to address identified and potential weaknesses.
  • Support the Risk and Compliance Specialist in monitoring of TAX exemption and other relevant country legislations.
    1. Capacity building on risk internal polices, donor procedure and existing laws.
  • Contribute towards the articulation and application of HI’s internal policies, donor rules and prevailing laws. This includes regular training to HI staff and partners on internal policies and donor rules.
  • Work with the operation unit to improve systems for partner capacity (ability to deliver accountable, quality projects). Conduct partner capacity assessments, and provide recommendations for improvements.
    1. Support internal and external audits.
  • Responsible, within his/her scope for supporting internal and external audits and follow-up support on the timely implementation of audit findings and action plans.
  • Support due diligence process and partner assessment exercises as needed.

  • Support the risk and compliance specialist in the development and follow-up of risk and incident reports.

Job Requirement

Diploma : Bachelor degree in auditing/accounting/logistics/finance

Experiences: 3-4 years minimum experience working in compliance and risk management, risk analysis, compliance investigation, audit.
