About DHSA-TKG: Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans. Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib. The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance. To achieve its mission, DHSA presently operates five activities: Humanitarian Activities Public Media and Communication (TKG), Education Cultural Heritage Environmental Protection

Job Description

Through closely working with the Support Division Director and leading staff of the Finance Department, ensure proper management and regular monitoring of the organization’s financial procedures and contractual obligations involving ongoing and future programs and projects;
Ensure effectiveness, efficiency and accountability in financial management through close coordination with program and project staff and the senior management;
Assist in preparation of budgets of individual projects and programs as well as the organization’s consolidated budget;
Prepare comprehensive cost-benefit analysis to support the delivery of projects;
Assist the Support Division Director in managing individual budgets and the organization’s consolidate budget, including advice on the status of budgets;
Prepare and process regular financial forecasts, including advice on expenditure from agreed budget lines and/or income generated by DHSA/TKG business units;
supervising monthly spending projections and propose monthly funding requests for program implementation in strict accordance with individual project budgets and in view of the overall consolidate budget;
Undertake and monitor expenses against agreed budget lines, prevent and report financial irregularities and mis-management to Support Division Director.
Ensure proper recording of expenditure and income by overseeing the preparation and supervising of weekly and monthly journal entries.
Prepare and maintain account reconciliation statements including reconciliation of expenditure, income, profit and loss;
Prepare financial analytical reports as per instructions of line supervisor;
Prepare financial reports involving expenditure and income for submission to senior management and donors on monthly, quarterly, six month and annual basis;
Ensure compliance with the government tax regulations and undertake appropriate tax computations and processing; of IZHARNAMA.
Supervise the financial operations of regional offices;
Staff supervision of up to 6 people and selection and recruitment of staff in consultation and upon approval of Support division Director and senior management;
Capacity Building for Finance Team.
Correspondence through with Donor Agencies and others on finance related matters and issues of DHSA/TKG.
Supervise Quick Book entries, upgrading, suggestions to improve system efficiency and process improvement.
Prepare and maintain annual account reconciliation for external annual audit of DHSA/TKG is carried out in a timely manner and in accordance with International Standard on Auditing.
Undertake provincial trips to ensure the accuracy of financial system and solve the financial irregularities
Other relevant tasks assigned by immediate supervisor and/or senior management.

Job Requirement

  • Diploma or Bachelor in Business Administration.
  • Essential knowledge of Quick book.
  • Minimum of 2 years of experience on equivalent position.
  • Working knowledge of English, both written and spoken and Pashto/Dari, Able to communicate fluently effectively both verbally and in writing.
  • Maturity and ability to work long hours under pressure is essential.
